I usually don't stress over the insurance, so I would ship the 2 together and manually enter the tracking number in the 2nd package and mark it as shipped.
The best option is using the bulk label page and clicking the link at the top to combine. When it comes to liability coverage, you want the order values combined before you purchase the label.
Check the box next to all orders you wish to combine, then at the top of the orders page use the bulk action to get shipping labels.
