We shipped the item to the buyer which was supposed to be delivered on 3rd February, but the buyer is not picking up the call of his local shipping company to which we are facing problem in delivering the item, or the buyer has also given negative feedback.

Here in the USA, if the carrier tracking on eBay shows an attempted delivery, then the item counts as delivered if the buyer opens a Item Not Received case. Seller wins the case.
Not for sure if that is the same for India. Where did you ship the item, what country?
What exactly does the carrier tracking show if checked within eBay? You were able to upload carrier tracking to eBay, correct?

You the seller are responsible for delivery of the shipment to the buyer. You have to stay in contact with your carrier. You or your carrier need to sort this out with the buyer.
The buyer's phone number is usually listed in the Order.
As long as the buyer does not file a Item Not Received case, you still have time to have the item delivered.
