Buyer can't pay because seller won't sell to this location

Hello,

I've started selling internationally from the US and I was told a customer from Canada couldn't pay for an item (Pokemon card) and was given a message that "the seller will not ship to your location". I've turned on eIS and have no restrictions for countries. Any ideas on how to resolve this? Thanks!
