Well, I'm missing something.

You say .70 per ounce, then you say it weighs 7 ounces. Not sure what you mean.

Is the other seller charging an additional fee for shipping or is it free shipping.

Without accurate information no one can answer accurately.

If they are shipping from China, they get a lower postal rate at he US taxpayers expense.
