And again.....shipping to Israel......Scam or not ?
2 months ago I managed to send a Registered Letter to Israel and the buyer was so friendly to leave me positive feedback as he said that he was only to track & trace the letter from inside Israel. However it was still disappeared at arrival (inbound) according the Track & Trace, but the buyer received it.
Later on I got a new customer from Israel...same story with track & trace, but he said "Item Not Received" and eBay refunded him. Ok, can happen....
But new I have a new buyer from Israel that keeps ordering stamps, day after day after day and so on.....
I noticed the he's not only ordering from me, but also from many other sellers. Just not a little bit....!
It's a jaw-dropping quantity ! Yesterday 5046 items bought in the last month, and today the counter was already at almost 5300 items bought.
From me he bought around 120 items from me with a total of $1000, divided over 9 different shipments.
Each time it's about 12-14 items with a total of around 70$-100$. No exceptions.
But as I look at the quantity of items he did purchase last month, is must be at least 50K$ or more.
And that worries me a lot....
I first send 1 registered letter to check if it's ok, Otb (Outbound) everything was traceable, but indeed tracking stops when the letter is arrived in Israel (Inb).
So I wait until I hear something in return.
We all know shipping to Israel is difficult right now. (eBay Global Shipping doesn't even allow it anymore)
But from Cambodia I can still send to Israel, although with probably a lot of delay.
Is it possible this buyer actually can claim al his purchased items ( at this moment 5300 for last month) as "Items Not Received" and get refunded by PayPal or eBay ?
Or will they (PayPal & eBbay) investigate this matter and have some kind of Seller-Protection ?
I refuse to lose 900$-1000$ on received shipments that are false claimed as Not Received, and I guess the other sellers would feel the same like me, but as far as I know all sellers don't have any clue what's happening or it won't ring a bell.

·2 years agoSorry you did not receive a timely reply on this @kalf999_com . The bottom line is yes, the buyer can claim non-receipt if you do not ship with a service that offers end-to-end tracking and can show eBay, PayPal, etc that you have a confirmed delivery scan to the buyer's address.
Delivery to the buyer's address (not just the buyer's country) is required for seller protections on non-receipt claims.
What ended up happening with this order?
Edit to add: you do have the ability to block Israel in your account settings if you're having problems shipping to the region.

I already blocked Israel from the shipping-list. Same like all Latin America countries.
The problem with these countries that shipments are just piling up every day at Customs and nobody really cares about it. 10 weeks for a letter processed by Chile Customs.
But after 8 weeks I already refunded the money as the buyer asked. The letter wasn't untrackable...
I really was surprised that within 3 days after the refund, the actual piece popped up again in the UPUtracking-app and was processed by Customs and delivered to the buyer.
Obvious no coincidence.... Looks like Customs doesn't scan the registered mail and make a telephone call or send a message to the buyer. Buyer initiates a claim , pays some teemoney and the parcel is released with track & trace ( just to keep the UPU happy). Lost 650$ on that one.
