Find something you like and know a bit about that you can sell. When you like it and have knowledge of the item or items, it makes selling easier. What you start off selling may not be what you end up selling in a few months or years. I know as I was finding my sea legs I changed up what I was selling a couple times.
The requirements for Top Rated are spelled out in detail in eBay policy and in your seller dashboard. To be Top Rated, all you have to do is meet those requirements.
You will have to give us the definition of "perfect seller" though.
