FedEx writes thar they provide up to $100 insurance coverage on these shipments and they are boldly lying so should be prosecuted for false statements to the public. What agency would oversee this?
FedEx will "wash their hands" from any responsibility after it is handled off to USPS. I cannot imagine USPS taking any responsibility either because your shipping contract is with FedEx. (See EBAY policy below)
If you used FedEx GROUND Economy and your package is damaged or lost from the time it’s first scanned by FedEx until it's delivered to a USPS facility, FedEx Ground Economy is responsible for a maximum replacement value of up to $100 plus transportation costs.
Good Luck getting either one to pay, They both have a notorious reputation for not paying out on claims, & You have two involved, so one will just blame the other., You can try putting in a claim through both, Again Good Luck!
