Will Ebay AUTOMATICALLY REFUND Despite NO INR CASE if Item UNRECEIVED at International Shipping Hub?
Will Ebay **AUTOMATICALLY** REFUND Buyer at some point - despite Buyer NEVER OPENING an INR CASE - if the item is NEVER RECEIVED at Ebay's domestic (USA) International Shipping Hub?
Backstory: Item is digital that I offer domestic buyers option of downloading (convenience of immediate digital delivery) INSTEAD of receiving physical recordable digital media in postal mail.
However, with international buyers (I only use Ebay International Shipping Propgram) I DO ship physical media, since I'm concerned Ebay *might* automatically cancel/refund the order if the item is never received at Ebay's International Shipping Hub (nowadays in Glendale Heights, IL).
I am wondering if I also offer international buyers the option of a download instead, and buyer chooses the download (with understanding that I will NOT also ship phycial media), and buyer receives download and is happy and never complains or opens case whatsoever, whether will Ebay nevertheless decide ENTIRELY ON ITS OWN VOLITION to cancel/refund the order after some period of time since the International Shipping Hub never received the item.
( I have to consider the logistical problem that Ebay's international shipping contractor cannot bill Ebay for its services and postage costs if it never actaully receives an item for which to provide such services and incur any postage costs, so it will likely inform Ebay at some point that the item was never received at the Hub, or else a flag is automatically triggered after X period of time...)
Any experienced insight greatly appreciated!

·1 year agoIf you want to offer both it would be easier to just add another shipping option and use economy shipping having buyers choose that for digital. Mind you the buyer will be charged the EIS shipping cost even if you don't send it.
That said, I hope you've read eBay's digital items policy to make sure you're allowed to sell whatever it is and understand that digital items offer NO seller protections.

OP1 year agoThanks. I realize digital items extremely limited on Ebay and this is sold as physical media that's shipped. However, I offer digital delivery option in after-sale message, and buyers very happily accept. I mentioned in different reply that "it's extremely obscure data, for niche hobbyist market, and not a ton of money, so *climate* is not there so much for scammers, in practice. ( I could easily raise price a few bucks to cover tracked shipping if becomes necessary.)"
Good point re direct, non-EIS, Economy Shipping option for int'l buyers so no auxiliary EIS costs incurred. Till this ppint, I have only actually physically shipped to int'l buyers for concens mentioned. If I'm convinced *auto* refund by Ebay for non-receipt @ EIS Hub is very unlikely, then might offer Economy as suggested!

·1 year agoYou are violating Ebay policy if you are offering downloaded digital products without specific Ebay approval.
Your violation may be discovered as a result of your using EIS without a shipment.

OP1 year agoThanks, I offer the buyer option of download after sale and explain they will not also receive mailed physical media if they choose download - totally up to them (I am fully able and willing to actually mail). They're ALWAYS very happy to have immediate download insterad of waiting for mail.
I haven't yet offered downloads to EIS international buyers for reasoins above.
I don't think Ebay will first start to read my after-sale download offer message to buyer triggered by item not received at EIS Hub, and make issue of my message.
However, it does seems feasible Ebay might automatically cancel order and refund if item never received at Hub because of foreseeable inability of EIS contractor to re-ship and bill for a job it can't do, and notify Ebay of same.
Was asking if anyone had any particular, educated insight about this scenario.

How do you send a "digital" item to any shipping hub?
Surely the point with digital items is that they are delivered via the internet?
And neither buyer nor seller can prove shipment nor receipt of the digital item.

Why would it not be received?
The plant received thousands of shipments daily.
At which point the seller's responsibility for delivery ends.
If you want to save money, skip the physical shipping.
Gamble that your customer is honest and will not make an INR claim.
Save money on shipping and put the savings against any losses to bogus claims (which you will lose).
Note that your domestic digital shipments are not protected in any way against bogus delivery claims.
I ship internationally and domestically without tracking much of the time. Even so my Claims are less than one percent of my sales.
I Block only six countries, and am considering re-opening two of those.

OP1 year agoThanks for reply. I mentioned I ship digital content on physical media - cost of media itself and shipping negligible. I generally don't have issues w/ buyers, but here concern is Ebay automatically refunding because Int'l Hub can't do job/bill for it, becuase nothing ever received.
Also, Int'l Hub extremely slow in logging receipt/processing/reshipping (can take 10+ days from personal experience, ridiculous). Plus, USPS having variety of issues recently, exacerbating problem. So, buyers thrilled w/ instant download.

OP1 year agoYes, domestic buyers *could* also open case, whether download or even if opt for mailed physical media, since I ship USPS First Class, untracked. My experience is that they're very happy with download, and won't try games - it's extremely obscure data, for niche hobbyist market, and not a ton of money, so *climate* is not there so much for scammers, in practice. ( I could easily raise price a few bucks to cover tracked shipping if becomes necessary.)

OP1 year agoThanks, but what about inevitable issue I mentioned re shipping contractor billing Ebay fee for reshipping services never performed plus lack of any reshipping postage incurred?
