Don't know the full details on how a VAT is assess on your side of the pond but we assess a sales tax in all but 5 of the United States - rates will be different for state to state and county to county. Most folks on this site are eBay sellers & buyer just like you and have no clue about how your system works. You need to direct your inquiry to what ever eBay services your part of the world.

PS: Do know when I visited London and Dunstable for 7 days about every thing I purchased I paid a VAT. Then someone told Canada to do the same.
