Why does eBay suggest Offers to potential buyers who just looked at your listing | Selling

Iâ€™ve never understood why eBay suggests we send a seller offer to someone who just looked at your listing vs watched it. Youâ€™d think eBay would suggest we make offers to the folks watching an item but thatâ€™s not the case. The reason I think itâ€™s catywampus is because even though I am a seller I am constantly receiving seller offers on items I just looked at for a moment. Often itâ€™s something I just bought or listed myself to compare. I hesitate to send offers to potential buyers for this reason. If I could send offers just to the peeps watching an item I would but thereâ€™s no way to do that.
