When is the right time to block and report?

Some of the items I sell are old radios which I always list as "parts only, not working". There are people who buy these radios to repair and use, or repair and sell them, or else just part them out. I recently sold one with the title: "Vintage Realistic Navajo TRC 431 CB Base Station, No Mic - for parts not working". " For parts or not working" was also in the condition and in the description.

The buyer received the radio on Thursday, March 2nd and immediately opened a return with eBay stating "does not receive or transmit, junk" as an NAD. I immediately accepted the return and sent him a return label, which he hasn't used yet, I see that he has 30 days to return it. I know this is the way eBay works, and he could return anything or send a rock to my zip code and get a refund.

So he is:

1. clueless and doesn't read titles, conditions or descriptions,

2. simply was hoping I would just give him a refund without a return, (more likely)

3. took parts out of the radio to use on another radio. (also likely).

I'm hoping someone in the community can tell me the right time to report him for demanding something not in the listing and block him, for instance if I reported and blocked him now, would it interfere with the return/ refund in any way?

Their profile isn't available.

Most buyers just look at pictures and unfortunately either don't read the discription or lack comprehension skills.

Blocking the buyer now won't interfere with an open return. Reporting the buyer now is unnecessary, since you have no way of knowing before you receive the item back that it won't be what you originally sent.

Blocking now doesn't interfere with your being able to issue a refund upon return of the item. I would (and do) block as soon as a buyer appears to be a jerk!

I'd wait to report the buyer because it could just be remorse but if he stole parts, you can report that too.
