As to your Title -- I don't know when eBay started to charge an "international fee." I can tell you that my selling ID has been subject to the international fee on some of my sales for at least 10 to 11 years.
As to the Text of your post -- based on eBay's stated (and published) international fee for US-based sellers, you had a sale in which your buyer paid a total of around $40.00. eBay's international fee is 1.65% of the the total amount paid by your buyer. $40.00 x 0.0165 = $0.66.
Why does eBay charge an international fee? The most basic answer is this is eBay's playing field/sand box/platform or whichever metaphoric comparison you choose. They -- eBay -- get to make the rules for their site.
One more thing: imposition of eBay's international fee has nothing to do with international funding sources, banks, credit cards, etc. It is imposed when one of the two following situations occur:
EITHER (1) the sold item is shipped/delivered to an address outside the United States,
OR (2) the buyer's eBay-registered address is outside the United States, regardless of the shipping address.
When a buyer makes a domestic purchase there is a fee....Whey a buyer uses a credit card not issued in the USA but from another country...there is an additional International fee...so you get two fees....and I suggest you look at address of buyer to see if item is being mailed "freight forward" to another country.

Edit: to answer the question in the subject of this discussion:
eBay "started it" when they began managing payments.
PayPal charged a higher international fee, too back when PayPal was the payment processor.
