What information is provided to buyer in the offer process

I'm a newbie seller and trying to figure out the scam. Scenario 1, buyer sends offer for exact amount in buy it now listing. I accept and buyer never pays eBay, never asks me to go outside eBay. Scenario 2, buyer makes offer almost twice the the price of opening bid but outside the bidding process. If I accept or decline rather than ignore, do they get my name and address for purposes of either physically robbing my house or starting the phishing process to steal my identity? Just trying to figure out the game and the best action on my part. But kudos to eBay for canceling the offers and bids and then closing these buyers accounts before I was scammed out of my item.

No, they do not.

That may change when INFORM act goes into effect, but I think payment will be required first.

As a new seller, anybody offering your exact listing price or higher is trying to scam you - they'll attempt to take things off eBay and send you a fake payment notice, or you might get messages on eBay asking you to ship to a different address. Lots of things they can do. Stay vigilant and don't fall for these scams. Decline the offers and add IDs to your blocked list. Or list fixed price immediate payment required, no offers until you get some sales history under your belt.
