Weird notice from my shipper about purchasing postage on eBay (while being in Canada) | Selling

I got this from Chit Chats (my former shipper) earlier today, I've cut and paste the relevant parts: I followed up to their message by asking if eBay is considered Third Party (as per their notification from USPS), and how do they know where the postage was purchased. I got this reply: Does anyone know anything about this policy? I'm suspicious because I can't find anything on Google about it, furthermore, Chit Chats is not willing to give a link to this policy on a government website (to explain in detail). I looked at my eBay label that I purchased for the last shipment I did, and I don't really see how anyone can tell where the postage was purchased, except that it's Pitney Bowes purchased for eBay.com. How do they know I'm sitting at a computer in Canada when I purchase it? Also to note, Chit Chats has being doing away with selling USPS postage and offering their own "Chit Chats Service" (which prints a USPS Ground Advantage label), and not providing Priority Flat Rate supplies any longer. I'm wondering if this is a ruse to get us to buy postage from them. If I was going to do that, I'd be better of shipping with Canada Post using eBay's discounted rates for small items. It would be cheaper. I've switched providers and am now using Stallion Express who has said no such thing about the postage not being valid (and you'd think they'd let us know). We're allowed to buy third party postage when shipping with Stallion Express, but they've advised it's easier to track packages if I buy postage from them (because their shipping reference is on the package if I buy postage from them). C.
