Under paragraph Tariffs, duties, and fees it reads the following:
"We’ve still got you covered by eBay Money Back Guarantee if your item is delayed due to customs processing. Keep in mind, eBay Money Back Guarantee won’t apply if you decline to pay duties or complete customs formal entry forms."
This means international seller shipping to US customers are held responsible for delays in US customs which is not their responsibility neither under their (or their shipping providers control)
The policy should be depending on the shipping contract offered:
1. If the contract includes customs clearing services, then this paragraph makes sense
2. If the contract doesn't include custom clearing services, then this paragraph doesn't make sense
Under the 2nd type, the responsibility of the shipment moves from seller to buyer (and his appointed custom clearing agent).
eBay needs to clarify this difference in the protection policy and ensure the shipping setup under business policies define clearly the type of the shipping contract on offer with the item.
Keeping the policy as is will means international seller either stop offering shipping to US or use shipping methods that are include custom clearing services which add another cost beside the new tariff. Either way, business will drop for everybody: sellers and eBay.

·1 year agoI read it completely different to how you read it.
To me it is directed to US BUYERS, and assuring them that if a shipment is delayed in Customs the timeframe for INR/NAD claims will be extended. Then an additional warning that if the buyer refuses to pay any import charges they are not eligible for the MBG.
