Only suggest the return if you want the item shipped back and/or plan to issue a full refund. If you issue a partial refund through a return, ebay will not credit you back the ebay fees. If you want to issue a partial refund and let them keep the item, I suggest go to their order page and there is a drop down menu that says "More Actions". Click on that and then choose "Send Refund". With this you can send a partial refund and still be credited back the ebay fees.
Advise the buyer to click return this item and select arrived damaged. You can then issue a full refund and get your selling fee back. That is the eBay approved way.
