i have added the Payoneer account to the payment section and now wants to list item to sell but it shows the same issue each time i try.
looking for solution

There may be problems with what ever you are attempting to sell. It may not have anything to do with Payoneer. Did eBay grant you permission to sell yet? It can take some time to be approved. New sellers have limits and limited quantities of the items they can sell. Perhaps you are trying to sell something that cannot be exported due to customs restrictions.
Bottom line, until eBay states you are approved & gives you the go ahead, you're going to have to wait it out.

Have you signed up for managed payments via Payoneer? New sellers will have restrictions has to how much and what categories they can sell in. You cannot just sign on to eBay and start selling. There are protocols and procedures that must be completed before you are approved. Go to these links:

Note that once you get your payment method set up, you will have to be approved by eBay and that can take some time.
