The USPS ".99" program for 3 oz or less sports cards is DEEPLY FLAWED...eBay please HELP!
I've been using the cheap .99 (although it's 1.11 now) program since it's inception a few years ago. Its deeply flawed on several levels, and eBay needs to revisit the agreement w the USPS ASAP...here's what's been happening:
-USPS tracking info, generated directly fr ebay site, is almost always inaccurate and misleading. For whatever reason usps is not required to do scans at each hop, so they dont.
-USPS routinely returns items for "insuffucient postage", even though my parcels 100% comply w the program.
-USPS randomly takes upwards of 45+ DAYS!! to deliver. Can't for the life of me understand why it takes significantly longer than sending an envelope via good old snail mail!
-That leads to refund requests, even though my item description explains everything and tells the buyer they need to be patient and give it 45 days.
-To make it more fun, when claims are filed, eBay sides w buyer, takes my money away because of USPS incompetence and the brokenness of this program...and then they have the nerve to tell me it's because the tracking info i provided isnt valid..it's YOUR SYSTEM GENERATED tracking info?
-So, I've made no money, lost money of time and labor, paid for worthless shipping, and no longer have the item. The buyer I'm sure eventually receives, but guess how many times they've contacted me to make me whole on payment...if you guessed zero good job.
Something needs to be done about the issues with this program, it's just getting worse while at the same time randomly and without notice going up in price as well.
Unfortunately the concept is great and is helpful for selling smaller ticket items and keeping buyer costs down...but that doesn't do much good with all of the above constantly happening and destroying my margins.
eBay, I IMPLORE you to read this and offer explanation, or actually do something about these unacceptable issues.
And for the rest of the Selling community, please share your thoughts and experiences with this program on this thread as well, I'd love to hear from you!

·2 years agosame here. almost every day now I get a claim for not received. it's a hassle. eBay HAS sided with me and released my funds but it is a flawed system. can't file a claim with the USPS (they can't locate the tracking number, it's not theirs) buyers get frustrated and angry. I ship on time every day, some arrived in a few days and others never arrived. I have been careful with the restrictions but the issue is many USPS employees are not aware of the program or don't care and the envelopes get dropped in a pile in some backroom. we HAVE to protect the card with a top loader and use a thin padded envelope (they still get creased sometimes). EBAY, IF YOU READ THIS, YOU HAVE TO STEP UP AND GET THIS FIXED WITH THE USPS. it's becoming a nightmare.

Thank you for posting this. Unfortunately, I have a lot of room for improvement when it comes to keeping an eye on my shipments, so I hadn't noticed any issues. Thanks to your post, I'm going to review all my outgoing, and hopefully, don't find problems, however, everything you said about the "ES#" is correct. No update scans, returned for insufficient postage, while well under 3 oz., etc.

OP3 years agoSome great suggestions from other filks as well..
-if you use semi rigids...use the floppier white ones and not the sturdier brown ones.
-all ESE goes through automated syatem w rollers...anything that doesnt smoothly go through seems to get completely loat or returned forr postage due
-when dropping these off..ONLY use traditional mail slots, like where you'd put letters..never hand to them, leave with other prepaids, or put in parcel drops
-ebay WILL side w the buyer, even if they file claim after not even 30 days...on top of it they will blame you for incorrect tracking info..even though its THEIR SYSTEM generating the label and tracking info.
Ive disputed every one of these, probably 50 or more by now...and i only ever got 1 reversed...and I'm not even sure why bc the circumstances where essentially same as all the others.
-you can file insurance claims for lost, but there's no automated way to track, and in my experience the claim just goes into a black hole never to be heard fr again.
-the safest thing to do is still force buyers into Ground Advantage..although i cant do that because it would kill my mostly low end <20 sales

Rules regarding using custom forms is dependent upon each individual country, and is NOT uniform around the whole world. To avoid shipments being returned to you for lack of customs information, it is necessary to check the customs rules for each foreign country to which you ship BEFORE sending the item.

OP3 years agoThat's technically true, but most countries that are part of the civilzed first world have adopted this, including Canada, which is where 95% of my shipments go...the point is OUR customs idiots apparently dont know their own policies, and often return parcel that absolutely meet the criteria. In addition to this, USPS issued a new label format for these that doesn't include customs info, further reiterating the point that its not needed and shouldn't be.
So I have to spend extra time now filling out a form bc the service providers have adopted the new label (which incidentally was completely incorrectly formatted to print on a standard 4x6 thermal when it first released, that was fun).
That time adds up, quite a bit if you're doing my volume as a 1 man operation with 60% foreign business.
All that said, the underlying point is that even though it's stupid and usually unnecessary, the safest bet is to always include a customs form, even tho you now often have to manually fill it out. This may not actually impact everyone depending on "how" they ship intl., but still thought it'd be helpful to folks.

·3 years agoWhen you list it tells you right there that it is not the same as regular tracking. When you check the tracking it also tells you that it is not the same as regular tracking. If you insist on regular tracking the you need to pay up. I have used it many times and have NEVER had a card take more than 7 days. Ebay is not going to make any changes as that is a PO thing.

OP3 years agoI understand that..however it doesnt stop buyers...or even ebay for that matter, from viewing it as regular tracking. They'd be much better off not including the tracking at all, since it's misleading at best and just completely wrong and broken at worst.
If eBay sides w the buyer after theyve only waited like 2 weeks and cites the tracking infonas the reason oke more time i think I'm gonna scream. I explain to them why they're wrong on appeal every time and have created no less than 3 tickets on this...and nothing changes.
Speaking of which...has literally anyone ever had a ticket with ebay resolved...or even followed up on in any way? I get a confirmation that the ticket was created, and thats literally the end of it...i visualize a vast black hole with tickets just being sucked in and floating around in the cold dead vacuum of space. 🤣

·3 years agoYou do not have to provide tracking as that is your choice. You can put them in an envelope and place a stamp on it. Once you put it in the mail mark the item as shipped.

·2 years agoto date, I've had 3 claims and ebay paid me for all 3 (as well as the buyer). you have to call them and explain. can't just go through the site, the system will side against you with the canned response.

·3 years agoIn addition to what I posted earlier in regards to it being rigid. It may be getting returned for insufficient postage because it gets treated as non machined (again, may be called something else). Which I believe costs more than a regular stamp.
The random price increases are because First Class Mail stamp prices usually go up a couple times a year.

·3 years agoI use these to mail my cards. Most I've ever put in them is three or four. But they can hold about ten I think. Lightweight and offer decent protection. No complaints from buyers at least. And no issues getting scanned by the sorting machines.
Guy that runs the company seems to be a nice enough guy based on company posts on Facebook at least. Been happy with them. He started offering printing on them early this year I think. And the self seal is a recent addition in the last month or two.
In any event. Can maybe try them out in PWEs and see if you have better success with ESE.

·3 years agoI was having that same problem a few was returned for insufficient funds....it allows up to 3 oz, but the problem is that it can only be so thick, how do they expect you to send up to 3 oz it not be thick due to Penny loaders or cardboard inserts to protect it?... I have started writing on the envelope ESE please scan....so far so good.

OP3 years agoI feel ya..but I'm always well below the max thickness and the numb nuts return stuff anyways..now thanks to this great community i have a better idea of why ay least...it is incompetence at the end of the day, but now I'm better equipped to make sure it flows through the automated process, thus mostly removing human error.

·3 years agoPersonally, I have used it many times and find it works very well. Tracking can be a little difficult but everything thing has been delivered and I do not believe anything has taken over 10 days. I just wish they would expand it to cover more categories like stickers, costume jewelry, small magnets or patches. To me it provides a great value.

·3 years agoI don't see how such a program can operate at .99 without damage to a card and still providing a tracking number that seems to never get scanned. Easy opportunity for buyers to open a case of INR.
sellers of single cards need to adjust to a real shipping cost with tracking and safe delivery to avoid open cases. Might entertain combining some similar cards into one listing for a better profit margin.

OP3 years agoI agree in principle, but if I'm selling a card that only sols for 1 to 3 bucks...sellers dont want to pay 4 to receive it. I feel like I have to use this service otherwise i wouldn't be able to sell much of lower end product...which these days is most of what i have left to sell!

·3 years agoMy Ebay Standard Envelope (ESE) experience has been completely opposite of yours.
I'm not boasting either: but my acceptance and delivery scan rate is 100% The key part of this service is the envelope you use. Too rigid and you end up with non-scans, up rated packages, and postage due deliveries...with no final delivery scan. Too flimsy and you get damaged/torn envelopes.
I see you're shipping sports cards.
What type of envelope are you using?
Are you using top loaders?
One more thing. Are you aware that ESE comes with $20 insurance for single item orders and $50 for multi-item orders?

OP3 years agoI'm aware of the insurance, but the 1 claim i filed went literally nowhere and its been ages...got an email confirmation, but nothing after and there's no way to actually track claims because of course there isnt.
As for the mailer itself...7 x 5 semi rigid cardboard mailers...ironically i received a "test" shipment fr ebay not too long ago where they were apparently testing literally the exact kind of mailer I use.
They're heavier and more expensive, but i take pride in delivering undamaged cards
..every card is also in a top loader and a team bag. You may be on to something though..maybe mine are a bit too rigid and it messes up the scanning and/or causes them to get lost. The tracking is extremely Inconsistent...never shows all the hops, but sometimes has some of them...oh and for added fun..quite often the tracking will tell the buyer that the item is DELIVERED, the day before it actually gets delivered. Getting marked as delivered when it reaches final hope, no idea how or why.

That makes sense to me, but maybe it really is a matter of the mailer I'm using...even if that's the case, the parameters allow for it and they shouldn't if it isnt going to flow through the system properly

The ESE program has been poorly explained to eBay sellers throughout it's entire run. It is a contracted program with USPS (exactly identical to the hundreds of thousands of other metered mail services used by other businesses, such as credit card companies, electric bills, water bills, cable television, and so on -- USPS considers the ESE to be NO different than the rest of these contracted bulk mail discounts for business services.
The ESE can NOT be hand-scanned by USPS employees at the USPS counters, or by hand-scanners by USPS delivery drivers, and is NOT scanned at the post office where the ESE has been mailed. Instead, the ESE is sent to a USPS Distribution Center, usually in another city, and often in another county, which may result in NO "scan" for several days (especially if the ESE is mailed on weekends or before holidays). In addition, the "delivery scan" ONLY indicates that the ESE has been delivered to the ZIP Code of the post office indicated on the envelope -- NOT the delivery address of the actual buyer -- so there may be a one-day delay before actual delivery, and even more of a delay if weekends and holidays intervene.
Because the ESE is treated like other "metered mail," the eBay seller should physically mail the ESE in the "Metered Mail" slot in the post office lobby, rather than handing the ESE to the counter worker or a USPS delivery driver, or dropped into one of the "blue boxes." Mailing in any other fashion may cause delays in delivery.
When USPS receives metered mail, it is routed through a series of high-speed automatic "scanning" rollers, which twist the envelopes through a series of convoluted sequences, which nearly bend the envelopes in half. Thus, if the envelope being used is TOO rigid, it will NOT be able to run through the system, and will be rejected as "non-machinable," and may be marked for "insufficient postage," which may cause delays. Most of the problems about the ESE which have been reported on these eBay community boards have been due to envelopes being too rigid. This also includes using top-loaders which are too rigid -- if they can't be nearly twisted in half, they might be a problem for using ESEs.
I've been mailing ESEs for a couple years now, with NO returns and NO buyer complaints. I use a simple white #6 envelope, lined with two thin inserts cut from the type of material used to manufacture cereal boxes or soda pop 12-pack containers. I use a simple penny-sleeve or glassine envelope, which I insert between the two thin inserts. Seal the envelope, and physically mail in the "Metered Mail" slot in my post office lobby. No problems in two years.

One question:
If the rollers bend the envelopes that badly, how is it that almost every card sent doesn't get damaged? I take pride in delivering undamaged cards to sellers, which is why i spend more on 5x7 semi rigid, they cost more and cost more to mail since they are about an ounce by themselves.

Simple -- because I'm not shipping cards in high-grade condition in the first place.
Just because eBay allows only a maximum value of $20.00 on each ESE, doesn't necessarily mean that the cards should have a high-grade value up to $20.00. For cards in beautiful condition, I'll list them at USPS Ground Advantage in a thick mailer (at a higher shipping price, of course) rather than use an ESE, since there is a possibility of the ESEs being damaged during the USPS high-speed sorting process.
Check out the YouTube video "How The USPS Sorts Mail," to get a visual idea of the acrobatics required for ESEs and other envelopes.

Upside of Proline: they offer maximum protection while remaining within ESE specifications, they have a pull tab for easy opening, and they come in at less than 1 ounce per mailer.

OP3 years agoThanks for sharing these....i use uline, the mailers tho are a bit more rigid...i selected them, even though they're more expensive, to ensure the cards were protected. The ones i use are heavier duty and brown..the white ones you use are thinner stock and more flexible, which jives w folks saying part of the issue is mailers getting popped out of the roller systems.
Have you had any card damage complaints using these? Id love to switch especially since they're lighter and cheaper than what I use....but I want to make sure buyers receive undamaged cards too.

OP3 years agoMedia is the plural form of the word "medium". It describes all channels of communication, including printed paper and digital data. Media can include news, art, educational content, and any form of information that can reach or influence people.
Literally the definition that includes printed paper...if it communicates information, its media...thanks tho.

·3 years agoIs it ever getting a scan? I think once it gets scanned, you're covered by the insurance the program has.
Beyond that. How are you packaging it? Myself, I use these cardboard sleeves and stick it in a white envelope. Usually less than an ounce. Outside of a couple times it taking 4 days for the initial scan at a sorting facility. I haven't had any issues with ESE. At the same time. I've only used it 50 or 60 times. And I know my area is better than others for some reason.
As for delivery time. I think I've had a few take a couple weeks. But if you're getting a lot at 45 days. It sounds more like they're getting lost for some reason.

OP3 years agoI hate using pwe so i use flat semi rigid, but all dimensions and the ratio is within the standards for the program...I was actually kinda wondering if the machines were were somehow chewing them up or making the labels illegible due to it not being pwe...but i should be able to use anything that is within the parameters...

·3 years agoIt being rigid might be your issue. They might be having trouble going through the machines which causes them to either never get scanned or not scanned as often. Not to mention being treated as non machined mail (or whatever it's called) which makes it possibly not get scanned at all.
I would try just using a white envelope for a couple and see if you have a better experience with it. Can still protect the card, but still allow the envelope to bend a little (if that makes sense).

It's only scanned by automated sorting equipment. That's not going to change.
They are handled like any other letter because that's what the service is: Lettermail postage with the added benefits of the Intelligent Mail® Barcode and ability to purchase online as opposed to putting a stamp on it.
Ebay should do a better job of explaining how it works so everyone knows what to expect.

Why does it take upwards of 30 to 45 days when the same distance on a snail mail makes it in a week tops?
I wouldn't mind if it took as long as snail mail, what i can't grasp is how the F it takes 4 times longer? Any insight?

OP3 years agoAlso doesn't explain why eBay turns around and tries to say the tracking number is invalid, when it's their freakin system (or pass through to USPS, not sure exactly how that works) that is generating it? Just the CS people not being familiar w the program and/or not knowing how to do their jobs I guess??

OP3 years agoI do about 300 a week, hard to say how many take that long because the tracking doesnt actually work properly and i only hear about it fr sellers when they file a claim or contact me...some of them are just patient lol.
However, there do seem to be patterns. I'll have no issues for a couple months, then suddenly have several claims and messages regarding delays in quick succession. When this happened during the holidays, I chalked it up to volume at the time...however it happens every gew months..with the last month or so right now being the most recent spike. I cannot think of a reasonable explanation for this pattern off the top of my head, but several folks on here have been very helpful with tips and explaining more about how the program works...so thats really cool. I'm still **bleep** that my mailers fall well within the standards for size, ratio, weight, and material and yet this happens. Why indicate that semi rigids are ok when they clearly cause issues? Seems like ebay themselves didnt know ebough about how the program worked when they rolled it out.

·3 years agoNobody wants to pay anything if you want to go that route, I routinely sell items worth $1 for as much as $10 or $12 because the tracking costs $4 and then the box another $.50, add to that my time ... Might not get many buyers, but when I do I get paid for my time.

·3 years agoIt is a h*lf*ssed USPS service which does not work, and the Ebay version is similar to a generic USPS product which few big shippers use.
Nothing is going to happen to improve it. USPS is not going to make it get scanned more often, I suspect Ebay knew it was crap and decided to find insurance claims. Other marketplaces do not offer an equivalent service because buyers who are other than cheap hate this, and they care less about sellers than Ebay does.
A number 10 envelope is more likely to be left in a bag or tub and lost for days or weeks than a larger item. A dollar sale is not a big money maker for Ebay, so you might say they "gave at the office" and are unlikely to invest any more money in a solution.
I've used it a bit, found it to be horrible and only use it when a customer has demonstrated cheapness and p*ssed me off.

·3 years agoEbay does not monitor these boards.. These boards are strictly for members to communicate and discuss issues.. Nobody from ebay is in here, and no changes are being made by anything anyone is doing in here.. Hope you get the issue resolved at some point, but things on this site are steadily getting worse by the day. I pray myself it starts to get better, but i see a ton of sellers that have been on this site for multipule years with huge issues, and to sum that up, its not a good thing at all.

Thanks for the reply and info thay ebay doesn't monitor....while I suspected as much I'd bet ya 2 to 1 that if someone says something out of line, a moderator swoops in...some of em may be community members but i betcha some are ebay employees too...so I think they do monitor to some level, just not in any way that is remotely helpful to us ( their customers) struggling w issues.
I find it very strange that they only seem to care about buyers...that's where the focus is and where the money is spent...do the suits over there seriously not understand that, without sellers...THERE ARE NO BUYERS? Sad but true.
