Some policies just make no sense when it comes to eBay buyers
I have a buyer that used a freight forward/third party shipper. That automatically makes him ineligible to collect on an item not received case. However, he CAN open a case for item not received. In this case, the item was delivered to the address on file and confirmed by the shipper as delivered. He claims he didn't get it (says he "moved" and needs it shipped to his new address) and open a case. eBay won't close the case, even though it shows delivered. No. They say I have to wait 8 days for the case to close. Why? I don't know.

You MUST respond to the INR case by pasting the tracking number into the box where it asks for that. THEN you wait. And you will win.

·11 months agoLOL thanks. Reading the thread I did begin to worry the OP is getting lots of kinds of information they don't really need, and appearing to ignore the one thing mulitiple people said that was most vital.

Yes, that would be the case for an eBay claim, OR a Payment Dispute. The suggestion that the OP @techloop360 was told by "someone" to wait 8 days, it sounds like they contacted the regular outsourced chat or call back eBay CS feature. To me, it makes it also uncertain if the OP is simply calling an eBay INR a "Payment Dispute" which has a whole different protocol. I think we are familiar enough with the performance, reputation, and veracity of the regular CS advice to be cautious at the very least.

Buyer opens a case, seller has a chance to reply, ebay gives the buyer and seller some time to work things out themselves before stepping in automatically.
However, you can contact ebay and ask them to step in immediately. They will see it has been marked as delivered and close the case in your favor.

Anybody can "open a case" even if it says 'delivered'. Anybody can open a "not as described" case even if they are not eligible, and their protection is void. There is a bit of a loophole with the whole thing which is eBay ignores the fact that a freight forwarder is used, and processes any claim just like it was a domestic sale. They don't inform the seller a freight forwarder is used and if the seller is not aware of what needs to be done about speaking up for their protections, eBay is perfectly happy to let the whole thing slide and let the seller take the hit for a return the buyer was never allowed to make in the first place.
Unlike what @soh.maryl said: "eBay makes it very clear that, with a freight forwarder, once the package arrives at that address, which would've been the shipping address when the buyer made the purchase, the seller is off the hook." eBay is not forthcoming until the SELLER stands up for themselves. Nothing is "perfectly clear", but rather perfectly buried on a page someplace. The classroom for learning about this is likely right here. Does eBay provide anyone the information for a seller to even recognize a freight forwarder address? Of course not, but most of the responders here can tell you.
For some random reason, USPS will NOT scan as delivered parcels shipped to freight forwarders on occasion. Sometime they scan them, sometimes they don't. When they don't, USPS will not trace the package, or allow you to file insurance for a missing package because it was shipped to a third party forwarder. eBay staff has confirmed here that in those instances, the seller is responsible for the refund.
As others have said, respond to the case with the tracking number. Maybe your buyer is just trying that one first. The reason that they moved, is not your problem here. You are required to ship to the address given to you by eBay with the payment. If your buyer gets denied, as they should, they may come back with a "not as described reason" and at that point you can get busy and get the case dismissed BEFORE you have to send a return label. Come back and find out about the eBay social media help portals, because regular CS from a call back or chat is not going to be useful here.

'confirmed by the shipper as delivered'...Your tracking looking it up by yourself states 'delivered' on the item I assume by checking it...correct?

·11 months agoSellers are protected from NOT AS DESCRIBED cases because a forwarded item may have been poorly repackaged.
Sellers are NOT protected against items not received cases if they can’t show online proof of delivery to the FF’s address.

·11 months agoSome freight forward customers will literally open a case on every single item that they ever purchase. Knowing that some sellers will just refund them or otherwise won't understand the system.
This is most common among freight forward customers because they can do this with no fear of anything happening to them. They are essentially both anonymous and generally outside the reach of the American legal system.

·11 months agoeBay makes it very clear that, with a freight forwarder, once the package arrives at that address, which would've been the shipping address when the buyer made the purchase, the seller is off the hook. If/when there's tracking proving delivery to that address, all the seller needs to do is to enter that tracking # in the opened case.

OP11 months agoYou're right, but if the seller is "off the hook", why do they hold the money from my payout and not close the case immediately?

·11 months agoHolding your money is a separate issue from the freight forwarding.
New sellers, infrequent sellers or sellers who're suddenly selling something that's outside their normal selling pattern will often find payments held. If you've, for instance, been just going along selling children's books and then suddenly you've listed a diamond tiara for sale, they will probably hold your funds.

Why? Because thats what eBay requires before they will close the case.

·11 months agoWhen you say "tracking number was uploaded" do you mean back when you sent the item, and you are assuming that it being "in the system" means you don't need to do anything? -That is one of the most common seller mistakes with these.
