When you purchase a shipping label on eBay, you'll have a choice at the bottom of the page for how to pay for the label. You can choose the Available Funds option and it will take it from the funds that have not yet been paid out to you (that can be the money paid to you for that sale by that buyer, but can also include any funds from other sales that have not yet been sent as a payout).
This is only available if you're purchasing your shipping labels via eBay. If you use something like PirateShip or Stamps.com, you'll have to pay with a payment method those services support. Some sellers choose to do that and put the shipping label charges on a credit card that gives them points, or for various other reasons.
Yes, but always remember...when you finally get your payout that shipping amount along with fees will be deducted from the payout. Too often new sellers (& older ones) come back wanting to know what happened to their total expected payout
When you sell an item EBAY immediately deducts (selling fees + shipping). Shipping money is "held for you" so you will have available funds to print the label.
