Shipping cost to Mexico
I have an offer from a buyer who lives in Mexico. I've shipped internationally, however never to Mexico. I currently have my items set to flat rate. Does the buyer pay the extra shipping expense or do I? (I'm assuming it will cost more that 6.50 to ship from Texas to Mexico.)

Comment deleted because I didn't check to see the OPs shipping.

This means you would be shipping the package to the EIS hub in the US (usually in IL) so regular shipping rates apply. EIS will separately bill the buyer for shipping to Mexico and any tax/duty that might be applicable.
It's also possible that the buyer will be using a forwarder and will provide you a US shipping address, that quite common along the US/MX border.
If you provide the listing number I can check to see is EIS applies in this case.
