This week, I have sold two items on my selling account to locations I do not ship. My shipping preferences are to lower 48 states only with no international shipping and have been set this way for many years. I have not changed anything. One item sold to Alaska, and the other to Puerto Rico. They are two completely different items in different categories. When I look at the listings, the same 8 or so countries are excluded on both of them, but these are not anywhere close to my standard exclusions. I tried to get help from eBay, but was forced into the AI assistant who could not help me with my issue. A random check of my listings shows that they are following my preferred settings, so I have no idea why these sales have slipped through. Does anyone know why this is suddenly happening to me?

·4 months agoSo you have no current listings? Was going to check and see what your shipping preferences are as shown.
You also are aware that there are international buyers who use freight forwarders, right? So they may be physically located out of your shipping area, but they have their purchases sent to a FF in the US.

OP4 months agoFreight forwarders ship to a US address, then overseas. My issue was that buyers were purchasing items to be shipped to addresses in my excluded locations, but my issue appears to be fixed now. Thanks!

Have you solved your problem?
By default, you're enrolled in the eBay International Shipping (eIS) program. If you know for sure you have deliberately opted-out of the program you can disregard the following.
From the eBay International Shipping (eIS) Seller Terms & Conditions Section 3. : Eligibility (part b.)
State/US Territory Eligibility.
The Program will be available for Puerto Rico in July 2024 and Alaska and Hawaii in October 2024. For convenience, Sellers opted into the Program will automatically be opted in for sales to Alaska, Hawaii, and Puerto Rico through the Program. However, please note that there is currently no ability for you to exclude sales to Alaska, Hawaii, and Puerto Rico, so if you are restricted from selling in those regions, you must opt out of the Program entirely.

OP4 months agoThanks for the constructive input! I believe my issue is solved for now. I went to the location exclusion page, adjusted nothing, but clicked “save” to exit. I can see that my newer listings display exclusions slightly differently than before, but it all seems to be good now. I still have no idea why it happened.

So any reason that you only ship to "the lower 48"?
If you ship using USPS, the shipping charge is the same for Alaska and Hawaii, as well as for all the American territories and protectorates, such as Puerto Rico, Guam, American Samoa, the U. S. Virgin Islands and the Northern Mariana Islands.
There may be some increases due to rural and out-of-the-way ZIP Codes in some of those areas; but, since the buyer pays for all shipping charges anyway, what's the problem?

·4 months agoOne reason we see these exclusions, I believe, is that a new seller copies from what they see in a more experienced seller's exclusions, without really giving it a lot of thought.

OP4 months agoYes, I have chosen to ship only to the lower 48 for a variety of reasons. Shipping charges can vary dramatically on larger items. Thanks!

·4 months agoHave you opted-in to Business Policies at any point after setting your exclusions? If you don't clear the exclusions before opting-in, it can sometimes cause what you're describing. The most straightforward fix is to first opt-out of Business Policies. Then you can either clear the exclusions and opt back in (you'll have to set them up again from scratch), or just list without Business Policies like I do.

OP4 months agoThanks for the advice! I just checked & do not have business policies. I primarily work on the app, but did log in on a browser about a week ago to change the setting to prevent my shipping discount to passing to buyers as I'd heard that everyone was suddenly opted into that across the board. I didn't touch anything else at that time. I do remember a few years back, I'd logged into a browser to list, and suddenly something that I hadn't opted into turned on for me that I quickly caught and had to go in and turn back off. This is super frustrating.
