Sending offers

Why am I unable to send offers on ALL listings with watchers? I'm only allowed about 5 per day and I have over 100 with watchers. Thank you

You also have to take in account of many watchers have offers turned off in their communication settings.

Watchers who have offers turned off you won’t be able to send them offers. You also can’t send offers to buyers that received your offer previously.
