sending offers

Is it possible to send an offer to anyone watching an item at any time, or do you have to wait for Ebay to prompt you that you have an 'offer eligible' item?

There is criteria that makes sending offers to to watchers possible. In addition many buyer have turned off the option to receive offers entirely.

You can't just send offers to anyone and everyone at any time, if it were the entire site would just become a giant spam machine.
