I have never had a listing take 24 hours to index. In fact, most of mine take seconds.
Yes, it's true that it *may* take up to 24 hours & I have seen that, in the case of certain brands, but the vast majority of my items list instantly. I know b/c I often add a sellers comment the moment they're listed & it literally takes seconds for them to appear.
So while it can take 24 hours, that is very rarely the case.
Indexing for a new listing has always been defined in the User Agreement as allowing 24 hours for it to appear in Search results. In addition, eBay does not guarantee exact lengths of time for listings. See below for the User Agreement wording from Section 6 entitled “Listing Conditionsâ€.

It depends on what type of item you are listing, the volume of new listings in queue and the time it takes to index the item. Some items get more scrutiny than others and go through different channels like Gun Parts and other items that could fall into a restricted category. Sometimes it takes up to 2 days for these listings to show up depending on volume. Some items show up in a couple of hours but if you ask CS they will always tell you it's in indexing because that is their fixed response.
I was told by "Steven", probably a bot, that it takes 24 hours for Ebay to do an "evaluation process" on listings. I've sold hundreds of items before and sometimes it takes an hour or so before showing up. I don't know if this is a new "process" or a bunch of bull.

The listings need to index, whether new or after revision(s). Splitting hairs... but it's up to 24 hours to be exact.
