Is it true that when an eBay seller chooses not to accept returns, that that seller has a disadvantage when buyers are searching for what that seller has up for sale, even when they are paying for promoted listings?

The exact ways in which listings are prioritized or not is not fully public, but it’s been stated before that Free Returns is one of the factors that can give a listing higher priority in search results. How that interacts with Promoted Listings I have no idea.
