"Seller account is not eligible for sending offers."

In 10 years I have never encountered this error message. The item shows up as eligible, I can put in an amount, but when I try to submit it pops up that my entire account is not eligible to send offers? Insight?

i sent a few earlier and they all went through except one although I believe the watcher on that one is someone I blocked yesterday.

We are also having this problem. Tried sending offers on two dozen items, but only three offers actually sent.

Same here. Seeing that it all started today, must be some big on eBay side.
