When you approve the return (started through eBay) for any of the many items that you have sold, you will be asked to confirm the return address, and also to choose if you want eBay to provide the label, or if you want to provide your own. (I always let eBay provide it) (if you buy a label to send to the buyer you are charged when you buy the label)
With labels through eBay:
Remorse returns............... buyer will pay shipping for the item being returned. (deducted from the refund that eBay gives them)
NAD return......... you will be billed for the shipping if and when the buyer gets the label scanned.
I don't see you've sold anything or any listings, so I assume you have two accounts.
Your buyer needs to first open a return. Once they do, you will have the option to approve the return and then the buyer the label. You don't purchase it like you do when shipping out a package. You will have to approve a INAD return, but if it is a remorse return you only have to approve it if your listing was set up to allow for returns. The buyer can still file a remorse return even if the listing said returns were not allowed, but in that case you have discretion on whether or not to accept it.
