Restore Fair Feedback: Let eBay Sellers Leave Negative Feedback for Buyers
This is the beginning of a petition to allow sellers to protect themselves and educate others about buyers by allowing sellers to leave negative feedback. Please reply/comment if you support this petition.
For over a decade, eBay’s feedback system has allowed buyers to leave positive, neutral, or negative ratings for sellers — but sellers are only allowed to leave positive ratings for buyers. While this was intended to prevent retaliatory feedback, it has created a serious imbalance.
Under the current system, dishonest buyers can:
Engage in return abuse or false claims with no risk to their feedback profile.
Fail to pay for items and still maintain perfect ratings.
Harass or manipulate sellers without accountability.
Honest sellers — the backbone of eBay’s marketplace — are left without a voice, unable to warn others about problem buyers. This policy undermines trust and fairness, discourages new sellers, and ultimately hurts the entire eBay community.
We, the undersigned, call on eBay to:
Allow sellers to leave honest, factual feedback for buyers — including negative ratings when appropriate.
Create clear guidelines to prevent misuse or retaliation, ensuring fairness for both parties.
Protect the integrity of the feedback system so buyers and sellers can make informed decisions.
Restoring balanced feedback will improve trust, protect honest sellers, and strengthen eBay’s reputation as a fair and transparent marketplace.
It’s time for eBay to listen to its seller community and restore the ability to leave truthful, balanced feedback for all transactions.

·7 months agoThread is too long to read, but the answer to all of the feedback problems is simple ... just get rid of the entire feedback system. It seems to be the cause of many issues and complaints about eBay, and serves no useful purpose.
When some savvy member figures out how to use AI to mess it up even further, eBay might finally realize it's a useless feature.

·7 months agoThe feedback system serves my business well. I dodged another bullet yesterday after checking "feedback left for others" on a buyer that made an offer.
Had perhaps 250 buys and about 35 negs left. The responses from the sellers outed that loser. Lot of the same type issues with the buyer.
I always do a quick vetting and on the expensive stuff, I might dig a little harder. Case by case basis.

·7 months agoIf you haven't discovered in the time that you've been here that eBay is heavily biased in favor of buyers, may I suggest that you do a little more reading? And, realistically, don't expect that to change.

·7 months agoGreat idea. Back when we could leave negative fb for buyers, it actually helped me win a case. I sold to a guy and after receiving the package he started listing all these made up defects in my item. He was lying and I took tons of pictures that showed none of his lies. This buyer also refused to send me pictures of what he was lying about.
He tried to get his money back, but then I checked his feedback and it was horrible with numerous sellers leaving pretty much the exact negative feedback I did - buyer lies about item, refused to provide proof and demands money back.
I told ebay to look at this guy's feedback and how he is obviously a scammer. They must have because he didn't get his money back.

·7 months agoWhile I completely understand the frustration that led to this petition, I have to disagree with the solution. We actually had the ability to leave negative feedback for buyers prior to 2008, and it was removed for very specific reasons that this proposal overlooks.
​Here is a breakdown of why bringing it back would actually hurt sellers more than it helps:
​1. The "Retaliatory Feedback" Reality
You mentioned that guidelines could prevent misuse or retaliation, but history proves otherwise. Before 2008, we had "Feedback Hostage" situations. Buyers who received garbage products were afraid to leave honest negative reviews because the seller would immediately retaliate with a negative rating in return. If buyers are afraid to leave honest reviews about bad products, trust in the platform dies, and we all lose sales.

2. "Warning Others" doesn't work with Buy It Now
You argued that sellers need to "warn others," but in today's eBay, that functionality is useless. Most sales are "Buy It Now." By the time you see the buyer's feedback profile, the transaction is already done. Even if you see a "warning" negative on their account, you cannot cancel the order without getting a Seller Defect. You are forced to ship anyway. A warning sign is useless if you aren't allowed to act on it.

3. Non-Paying Bidders & Strikes
Regarding buyers who don't pay: A visible negative comment is actually less effective than the current system. Right now, if a buyer doesn't pay, they get a "Strike" on their internal record. We can set our Buyer Requirements to automatically block anyone with 2+ strikes. That creates an automated shield. A negative comment requires us to manually read their profile; the strike system blocks them from the store automatically. We need better enforcement of strikes, not public shaming.

4. It won't stop Return Abuse
Negative feedback does not stop a scammer. Professional scammers use burn accounts. If they get a negative rating, they will just create a new account in 30 seconds. The solution to return abuse is eBay actually utilizing their Seller Protection appeals and IP banning bad actors, not giving sellers a "vent" button that doesn't actually stop the behavior.

We don't need the ability to leave mean comments; we need better backend tools. We need eBay to actually enforce the "Abusive Buyer Policy" and block serial returners, rather than giving us a placebo button that just creates a toxic standoff between buyers and sellers.

·11 months agoNormally I would not care for I don't get negatives. I do this by being proactive. I have my own way.
But! I will agree since my husbands account got a clear case of buyer extorition, The overseas Amercian hating feedback removal team was allowing every single bad feedback to stay. We had to give into the customers demands of money to get the feedback removed, the reps seen it all in the messages! For this reason, I will agree! For sellers are not getting false negatives removed. No matter what!

·11 months agoI read enough threads on this forum every single day to know that allowing the irrational people that post their complaints here to neg out buyers is a horrible policy that will not lead to more sales for anyone. I can't think of one time I've ever went and read through a buyers feedbacks to decide if I was going to actually ship out an item that I need to ship out. Letting sellers leave negative is just going to be retaliation on any buyer that returns any item for whatever reason.

·11 months agoProblem is that many sellers on eBay who hate buyers, have no selling experience and any practical skills whatsoever…in their eyes buyers are the enemy, every single one of them..and as a consequence, they are not doing well…serious sellers know the risk encountering bad buyers and take it as a part of business..from my own experience, buyer/ customer always right..even if she/he is not…my approach made me extremely wealthy person..definitely not selling on eBay…🥂

·11 months agoI don't need feedback for buyers. As a buyer on Mercari I'm afraid to even talk to the seller because they might decide to leave bad feedback. Or if I have a problem with a transaction I can't even say anything because that guarantees the seller will leave me bad feedback as retaliation. Feedback for buyers is just not a healthy thing.
What is healthy is allowing sellers to see how many INR cases, or SNAD cases have been opened or at least the percentage. If a buyer is opening a case 50% of the time I am not going to do business with that buyer.

·11 months agoSeems like a stretch to think half of all items bought being returned is a seller issue.
Sometimes people aren't able to reasonably look at a seller. I recall confusion on these boards over an item described as "Chinese junk" because of a comprehension issue involving the brand name "a-premium". That seems like a buyer issue to me... even though they were blaming the seller.

There was a post 4 or 5 years ago complaining about a buyer that left a lot of negative feedback
I was looking through their feedback and noticed they had made a purchase from me before and I didn't have any problems with the buyer and no negative feedback from them.

I have been telling eBay that they need an educational video for every buyer/user to watch on how to use their platform. Don't just buy from a title and a picture. READ THE DESCRIPTION! Know the rules! Pay attention to return policies! DON'T FORCE BUYERS TO TAKE RETURNS IF THEIR POLICY SAYS NO RETURNS!

When reading particular seller’s feedback,I’m more than competent to read between the lines and eliminate non relevant comments on both sides..it gives me ability to minimize my time dealing with incompetent sellers, in most cases…the worst sellers are the ones that give buyers positive feedback with negative content..obviously lucking basic intellectual skills..

In my experience I've only had problems with buyers after I already post a positive feedback for them, it's like they purposefully wait for us to do that before they cause problems and at that point we can't go back and remove it. If we could remove our positive feedback for that then I think that would be fantastic! But I think that's about the only way that would work without our ratings going down as well.

·7 months agoMy point was that, since buyers can only be given positive feedback, a buyer's FB received is not of much use; however, the FB they leave for sellers can tell you a great deal about a buyer, although not so much, now that eBay will leave auto FB on the buyer's behalf.

·11 months agoI will add, almost every time I’ve seen a seller say they wish they could leave negative feedback, when I check their feedback left for others, they have serious policy violations. So I don’t believe for a second it wouldn’t be heavily abused.

·11 months agoThat had been one of the fights I had had with ebay for the longest time. The customers are getting worse and worse. They find any unreasonable reason to return the item and ebay agrees with it.

·11 months agoI agree completely, for years the number of predatory buyers has been on the rise, in the last 6 months I've dealt with five who bought low cost items, then waited 44 days and claimed it 'didn't fit' and wanted a refund. Items never came back, one shipped a rock, and two just faded away. One guy kept trying to get me to refund him without him shipping the item back, likely hoping to keep it because shipping equaled the cost of the item.
The sad truth is that real buyers are few and far between lately.
I sold a guy a grill for an 88 Ford Crown Vic, he waits 40 days and says it don't fit his wife's Buick and he wants his money back. He files NAD and then never returns the part. Its hard sometimes to tell if they're really that stupid to think a Ford grill will fit a Buick, or just a scammer looking for a freebie.

·11 months agoEbay has a whole laundry list of problems. Feedback ranks very low on that list. You can usually tell by negative feedback (and the sellers response to it) who is in the wrong so it really isn'y an issue.

·11 months agoOne thing I do think eBay should do that would actually help small and new sellers is get rid of the percentage being shown. THAT is a completely irrelevant number. I think most would agree that Joe New Seller with 96% because he got a chronic complainer in the first few sales is still a MUCH more reliable seller than Chinese Drop Shipper with 99% but racks up 3000 negs a month. But that percentage is what stands out in search results. This gives buyers a skewed view if they don't actually dig down to the FB page. This will inevitably lead to a buyer trusting the percentage, getting screwed and not coming back..

And that is because you don’t understand or aren’t thinking about the power imbalance between buyers and sellers. eBay needs more buyers. eBay does not need more sellers. Easy case could be made for eBay needing to cull a good percentage of sellers. Does eBay want 1000 buyers looking for a USB cord? Of course! Does eBay need 20 sellers of USB cords? Absolutely not.

Seller sells item that's legitimately not as described.
Buyer returns for refund and leaves a negative.
Seller negs right back. "Scammer! Avoid!"
Buyer will now have trouble buying anything because they're are a lot of
paranoid sellers who will avoid them.
Buyer goes to another platform.
This will happen ALL THE TIME.

·11 months agoI leave feedback when I ship and make it work for me by including the date and service of shipment. Since I am shipping from Canada, this can be a useful reminder that overnight delivery is unlikely.
Having the date in the FB also allows me to find the transaction faster if I need to.

·11 months agoI admire the idea to inform & protect other sellers of that certain type of buyer that decides to abuse the system & reek havoc on whatever seller they decide, But I think some sellers would intern abuse the system as well, & You will really irritate some buyers as well, I don't think it will work or be allowed, We just have to learn to roll with the punches if & when we receive them.

·11 months agoBest thing eBay could do regarding feedback is to stop allowing sellers to respond to negs. 95% of the time seller just shoots themselves in the foot. I would wonder how many new buyers look at feedback, see a response like OP's and think "wow, eBay let's sellers write that kind of thing about buyers? I'll just go back to Amazon."
I also find the mention of WhatNot as a seller centric venue amusing. Like eBay, one of the biggest categories on WN is TCG cards and they put A LOT of money into adverting for them. And yet, a huge portion of TCG collectors and players consider WN to be a cess-pool of scammers to be avoided. Allowing scam sellers to thrive will kill a site far faster than than a few bad buyers.

·11 months agoIt would be nice to be able to do two things. Block buyers who leave X amount of negative/neutral feedback. And block buyers who return X amount of items in X amount of time. X being decided by each seller. Perhaps have a feedback left score as well as a feedback received score. Also, as I have mentioned many times, give sellers the ability to block buyers who have a high amount of return requests. If I could do this there would be little need for me to leave buyers bad feedback.
Of course the shadiest buyers would just keep creating new buying IDs. I already have one of those buyers who I believe is up to 8 separate new accounts now to get around my block on them.

·11 months agoMy last two purchases were two items I was gifting -- a book described as "Good" which arrived literally riddled with worm holes and a pair of shoes described as "original packaging and tags" which arrived with neither.
I returned both as INAD and included photos, as required.
What return rate would qualify me to be banned from eBay, according to your system?

This suggestion (in your case) makes no sense.
Your 1900+ listings have a return policy, a choice YOU made. So why would you want the ability to block buyers who do nothing that isn't in accordance with your own policy?

First one detail to add, it was in 2008 when eBay stopped letting Sellers leave less than Positive FB for Buyers.
My name would not be on the petition although I do not like the biased system that has evolved any more than any other Seller. Most of the following would be opinion on my part and just hitting things on a high level:
-At present there are seven (7) eBay Help pages covering Feedback, screen shot below. However it happened the system, which is patented by eBay by the way, has morphed into something it was not originally intended for.
-Giving Sellers the ability to leave less than Positive FB would result in many - most Sellers resorting to the Feedback game, meaning they will not leave it until the Buyer leaves it ... ultimately it may never happen on more and more transactions.
-Within the last week on another Feedback thread I decided to do some research. What I found was surprising although I am not sure how the information was obtained. The trending the statics showed that only between 1 in 8 to 1 in 10 Buyers leave Feedback on eBay purchases. That is between 10% and 12.5%. The article indicated that those numbers represent a drop in FB on the venue. For what I sell and the Buyer groups that purchase I have received consistently between 50% - 60% Buyer FB.
-Casual Buyers: fortunately I have not received a lot of less than Positive FB over a 10 year selling period. However, most of it came from what I consider to be "casual Buyers". These are members who are NOT immersed in the eBay culture, make no attempt to communicate first before leaving FB and about half the time never communicate back when attempting to try and work things out in hopes they will consider a Feedback revision.
-Feedback revision: This process definitely needs improvement or a complete change. It requires too much work AND cooperation from the customer if it has any chance of succeeding. My experience is that is has never been 100% effective, more likely 50/50. One suggestion I would make for this is to just give Sellers the ability to remove 5 less than Positive Feedbacks per year which would equal the number of FB Revision forms eBay currently allows Sellers to send annually. I think many accounts would never approach their annual 5 FB removal allotment.
-"Seller does not accept returns": I personally think this is something eBay has really overlooked as it relates to less than Positive FB. The Default return policy on the Seller Hub Advanced listing tool is No returns accepted for the return policy. So the basic psychology is this ... Buyers who are not familiar with the eBay MBG or returning items for justifiable reasons may "think" they cannot return something with that return policy. So, if they are not happy with their purchase and feel they cannot return the item what's left for them to do as the stew over their unhappiness? Yep, leave Negative FB. I am convinced beyond a shadow of a doubt that a good % of less than Positive FB left on the venue is because of this scenario.

·11 months agoI'm going to give an opinion about involving ebay in moderating feedback. The more ebay gets involved the more it will cost us. They don't want to have tribunals to decide not as described cases, so how can we expect them to put out the man power to regulate feedback responses. If they would, I can imagine our fees would go through the roof because they are a for profit company.
I highly doubt ebay would condone feedback for a buyer like what you gave to yours. You gave them a negative just sans the red mark. I already think feedback often makes ebay look bad and I sure don't want the reputation to get worse. I wish they would eliminate feedback for buyers altogether. I don't see bad feedback for a buyer changing anything for them. If it did affect them as a buyer, all they have to do is open another ID, but good buyers seeing this stuff can decide against jumping in to buy at all. I don't think feedback has the power to change bad buyers, but it can definitely have an affect on good ones.

Most buyers think 95% is an A+.
Those who do read FB are more likely to check those with Responses or to consider if the FB was from some rando off their meds or shows a pattern of problems like slow shipping.
Your buyer won't read it. They already have an opinion.
EBay doesn't use FB to assess member accounts. They use Disputes and Claims.
The reader is your future buyer.
Who has no idea who the buyer was (anonymized IDs) and has only your words.
And who doesn't want to deal with That Guy who leaves rude, whiney, and misspelled attacks on customers.
Leaving NO feedback is also an option.
I’ll pass on your ridiculous idea. eBay removed negative and neutral feedback for a reason and won’t be reinstating it anytime soon.
You have it backwards the backbone of eBay’s Marketplace are buyers not sellers.
When a buyer makes purchases from me that is all I’m interested in. I really don’t care about feedback I just focus on making sales.

·11 months agoInstead of a system that’s been tried and didn’t work very well. How about something like buyers can’t see what kind of feedback we leave (just a private board for sellers), but if sellers have an issue with a buyer it could somehow get flagged when they make an offer or they’re bidding.
We had a guy buy two 9ct gold watches on auction. He returned them completely ruined, it would be good if we could see what other eBay sellers have reported these buyers for before they make an offer, purchase something or bid. As a warning to us sellers to avoid these kind of buyers. From looking at other feedback left from sellers we could see that he’d done this thing before and we would have banned him or not let him bid. It would be good if eBay could flag to us potential buyers that have been reported before. We reported this buyer but eBay did nothing and we still had to refund 50% of the sale. It would be great if there was some sort of flagging system that would warn other sellers of buyers like this.

We need to use foresight in considering ideas like this.
I'm not in favor because this could harm not only honest buyers and sellers, but also the eBay platform as a whole.
