Refunding a return: no option to refund the shipping?

We are refunding a return today, but no option is visible for refunding the buyer's original shipping. Per the buyer's packing slip, he bought the wrong item but per the return request we got, he didn't like it. At any rate, I remember for prior returns we could refund the shipping.

Our store is 100% free returns no matter what, so not being able to refund the buyer fully is bugging me.

Did the original order have free shipping? I see you use that on some but not all of your items. If so, it would be included in the refund amount automatically.
