Recent UPDATE to the Site Preferences then BUYER REQUIREMENTS for Sellers
There has been a recent update to the Buyer Requirements for sellers in their Site Preferences. There are two new options added at the bottom of that page that every seller should review and decide if they want to have these items as part of their Requirements for Buyers. It is each seller's choice whether to use the tool or not.
I would encourage each seller to review all their Buyer Requirements in this screen and I would recommend or suggest that the first item for non paying buyers is set to the strictest option possible which is 2 unpaid strikes in the past 12 months.

·2 years agoThe buyer requirement is something eBay should have never default everyone into, it should be a sellers choice, and if you ask me it's a choice between whether you want to get offers anymore or not, because buyers absolutely HATE it, including me I won't even make an offer anymore unless the boxes are unchecked on a sellers store, I have requested dozens of times that a seller uncheck them, and most seller have no clue where to find them, or aware of what's going on, All they know is the offers have dried up.

·2 years agoI'm glad I removed those setting. I just experienced my first as a buyer and it could have gone bad.
Made an offer on an item this morning. I had that payment junk pop-up to confirm. I selected PayPal. Now the thing is I also have PayPal credit, but that was not an option. I was thinking if I won, I would finalize / confirm the form of payment. I was expecting my 'cart' logo to light up on the top right page.
Luckily the item was low value because the seller accepted, and payment is set based on my offer. Note: I did not know I won until I looked at my summary and then received an e-mail later from PayPal stating, 'you have authorized payment to eBay'.
Thank GOD I did not make an offer on an expensive item which my PayPal link to my savings account would not have covered.
I'm sure I would have been hit with fees for NSF by my bank, maybe even PayPal, and these days, probably some type of fee or ding by eBay.

The lack of an email notification of your purchase is a fault of Ebay not because you gave your payment source when bidding. I'm not sure why you didn't get your normal email notifying you of your purchase. That would be annoying.
Not that there has been anything actually released from Ebay on this program, but I've never seen anyone that has used it even mention you could change you payment source at the end, before the actual purchase. To me, that wouldn't make sense. Especially on those doing a Make an Offer. Set the payment source when you make the offer and then change it when the seller accepts it. That could be minutes apart up to a day or so.
It is the buyer's responsibility to make sure the payment source stated will be able to cover the purchase. Not anyone else.

OP2 years agoI did more research and contacted Ebay as well. This is what I found out.
"As of now most sellers have the ability to turn on these new buyer requirements but, only a select buyers have been ramped into having the ability to add payment before bidding or making an offer. So if a buyer is not a part of that group, then the seller's selected requirements will not take effect for that buyer."
I have no other information. I don't know how long the test will continue. But I thought I should share this.

Many buyers who have never NOT paid for an offer or auction suddenly find themselves dumped into this test group.

OP2 years agoI personally don't think so. It is more coming from what seems to be as you said above, responsible buyers. However if a seller has never done any transaction with the buyer before, there is no way for the seller to know that. Especially when a buyer's FB means next to nothing.
I think it is a tool that is very useful for some sellers and not so much for others. Just like every other tool Ebay has created and given us to use on the site. It isn't a one size fits all nor to I think it is intended to be.

I don't follow the nuances others have discussed; I'll gave this all another read.
I am thankful because this seems to explain my experience in the last 24 hours.
I had someone make an offer. I accepted. Then I read my messages, one of which was from the buyer. He asked me to ignore his offer. He'd changed his mind but had been unable to retract the offer.
Fine, I immediately put my mind to work on relisting the item.
But by the time I'd clicked back to the listing, the transaction showed paid.
Now I wondered had the buyer changed their mind again?
It seems eBay made him pay, but that didn't keep the buyer from changing his mind to buy. I didn't have a nonpaying buyer, what I think sellers hoped to prevent by requesting having such an option, but it was still a non sale. I could have made him accept a shipment of something he didn't want, but that wasn't going to turn out well.
What are you thinking of doing @mam98031 ?

Your option is easy since your buyer wrote you and told you they no longer needed or wanted the item. Simply cancel the transaction using the reason that the buyer requested it and give them a full refund. You will be refunded all your fees from Ebay and after that you are free to relist your item.

-Auctions are no issue so bidding requirement is moot.
-If you enable Make Offer (buyer initiated) on your listing at any time you may want to revisit the Offer requirement
-If you initiate and send interested buyers/watchers offers, I'm 99% sure they are also subject to the same "Make Offer" requirement?? So that's something that may impact you/your buyers

If you don't wish to offer combined shipping to your buyers who want more than one of your items, IPR works fine. Buyers can choose their payment. They can use GooglePay, ApplePay, Spendable funds, gift cards, PayPal credit and PayPal Pay in 4, or eBay coupons, none of which are allowed under this new program for making offers or bidding.
Unfortunately, though I am an avid jewelry buyer (and you have some very nice interesting items), I would not buy three pairs of your earrings since I would be paying a total of $35 in shipping alone for items that would likely fit into a 4 ounce parcel. The fact that I can afford the $35 shipping and the tax on shipping I have to pay as well is not justification for doing so.
If IPR works for you, then that is what you should use. At least buyers have the usual options to pay.

There is no reason you can't do that with a seller that requires you to set up a payment source before sending an offer or before you can bid on one of their auctions. Most sellers WANT to work with their buyers.

OP2 years agoIf you go into your Buyer Requirements and read the two new options. You would learn that you don't have to be concerned about your BIN listings UNLESS you allow Offers.

OP2 years agoWhen you bid on an auction you have no idea if you are going to be the winner or the loser of that auction.
Now if you lose, you would not be charged for it.

·2 years agoIt’s absolutely excellent that they are giving the sellers a choice in the matter. They can then test it out and see if it causes any problems or actually gets rid of the deadbeat bidders etc.

·2 years agoIt's NOT excellent that they are automatically imposing it without warning sellers about it. The last non-payer I had was in 2018. It's a non-issue for me and I don't need these things arbitrarily being imposed on me without me actively choosing to make use of them.

OP2 years agoThat is unfair. This is a Community Forum and the blues rarely come here. They leave us to chat with each other. They aren't doing anything wrong by not popping in. Has nothing to do with being "willing", that is a very unfair statement IMHO.
Now I firmly believe Ebay should have announced this change and explained it in more detail as well as updating the Policy page for Buyer Requirements. But so far they haven't.

·2 years agoNot at all. They should be participating here more than they do, IMHO. It's good that we have the ability to ping them for a response, but in major topics such as this, we shouldn't need to do it. It's especially disappointing in the Technical Issues group: despite the subhead reading "If you experience a technical issue on eBay, we want to know," it's possible to go page-after-page through the topic index without seeing the little eBay logo indicating a response by company representatives. That area should be a hive of activity, not users simply posting without acknowledgements. It's good that other users can help with replies there, but they shouldn't be pulling all the weight.
I know that the contacts we converse with here are a bit walled-off from the rest of the company and need to consult others on technical details, but at least they have access to internal departments and "teams" that we don't, and can agitate for an answer that we can't get directly.
I spent many years in on-line customer support for a software company that you have heard of, and a major part of our job description was to interact between the front-line Customer Support team and the engineers supporting the software, getting problem reports handled and such. It would be unthinkable to put out a new release with no on-line support for it, and yet here we are again, puzzling out a new feature that users only stumbled across in the course of doing something else.
These days I am one of the moderators on an on-line forum for products of another (completely different) company, and again we have to be in there on the discussions, seeing what's being talked about and posting answers when needed.
That is indeed my point.

·2 years agoOne reason I am here today is some issues with combined shipping recently.
I buy smalls, tokens post cards etc. I do not feel I should ever worry about getting jacked on shipping when having 5 tokens sent out in a small bubble mailer.
Recently I had to pay $62 in shipping to get $58 refunded to me... (Having to trust the seller along the way)
Later it happened again, I thought it might be seller settings for requesting total (a fault on old school sellers using old templates and not updating policies), but there seems to be more of this.
I used to sell here, I always charged actual shipping, (or free shipping, flat rate etc). I think it is dishonest to find out later that I am being charged fees to put 3 tokens in a envelope. I want to know what I will pay before I bid.
I still think the end result of some of these changes are free shipping, or some sort of Amazon Prime type program. That would be a boost in some ways. The shipping fees here are way too varied.
There was one up earlier in tokens for $18 shipping on a $1 token that could be sent in a standard ebay envelope. It gets nuts.
I am not in the know on seller news, but I know you hurt when it comes to dead beat bidders.

Honestly, I liked it in many ways.
It seemed to improve sales on small "buy it now" items.
Did not work so well for a 80lb HP power supply that cost $30 to send to Dallas, or $80 to Connecticut.
It forces you to base the BIN or starting auction price on the highest outcome.

·2 years agoAren't you using Calculated Shipping? That will base the Shipping price on the actual cost to ship to the buyer's location, without the need for you to guesstimate a charge in advance.

Was talking about using "Free Shipping" all of the time.
It worked great on small items, but I got burned a couple of times on heavy industrial electronics, especially with higher value. I remember when the "Free Shipping" started, there were a lot of complaints, but it was optional. If I sold small parts, always free ship. Cut down on questions and complaints too.
I can see mandatory free shipping on small items in a certain weight and size range.
The ebay standard envelope for coins and cards under $20 is a great deal! Many sellers still refuse to use them.
I never have issues.
The baseball card / trading card guys do a lot of business here, along with coins and postcards, I see free shipping in the future for sure.

What I ship either goes GA under 1lb so the variances in shipping prices are extremely neligible (like a spread of prices of $0.30-$0.50 for each weight class?) Or my over 1lb packages go flat rate Priority (or calculated GA/Priority if cheaper than flat rate options). Works absolutely spectacularly for Free Shipping Options. Don't forget, no combined shipping discount, so you buy more I make more. 🤙

The stuff I would pack and send in big old school 21" computer monitor boxes.
Electronic communications and test gear. Ebay was always the place for industrial electronics.
Stereo gear is tough too.
There is a lot more pallet shipped materials that is sold ebay than most folks realize.
Everything from transmissions to laboratory equipment.
That is where free shipping truly gets complicated and nearly impossible.
Lots more human involvement too.
Amazon has suffered in their attempts to master furniture delivery due to the pain involved.

·2 years agoI hear you, that's why I'm happy to stick to my area 😄 EBay will have to accept that they can't convert to 100% free ship, unless somehow you could have a variable BIN price based on location (i.e. have calculated shipping but disguised as item price)... that would be cool.
I recently looked up an item online at Home Depot. I was on HomeDepot website. If I set my local store as the store, item was $145. If I set the store to one 45 miles away (where I wouldve picked it up on the way to a job I was going to use it for) it was $150.
Can't remember if the item was in stock or needed to be shipped to store or what, but a pseudo-example of variable price based on location. If that could be mirrored for EBay that would be super awesome. That would allow there to be "free shipping" without the complications. We all know there is no such thing as free shipping or a free lunch but buyers still like to see the word free.

Amazon does not have all free shipping either. There are a great deal of 3rd party sellers on Amazon that do not use FBA to ship their items and therefore do not offer free shipping.
Ebay is so dramatically different that Amazon is, I'm unsure why this keeps coming up.

Correct, the change has nothing to do with shipping. However it basically disables or frustrates the process for combined shipping & invoicing. In a very roundabout way, this program they rolled out effectively discourages combined shipping and encourages free shipping as it makes the process difficult if not impossible, and makes free shipping more appealing and drives buyers towards that. Might be simply an indirect benefit of the program, but a benefit nonetheless from EBay's standpoint.
Amazon basically revolutionized the concept of shipping and made it free. Yes it's not complete across the platform, and of course Amazon and EBay are so different (Amazon is logistics & fulfillment --- EBay is a selling platform only). Still EBay would like to mimic certain things Amazon has done, as those are things online buyers are coming to expect these days. Sometimes newer EBay buyers don't even seem to comprehend the concept of combined shipping... its so foreign.

I don't agree with that as in my experience as a seller and that of others, stated shipping does fine with buyers. Certainly many buyers prefer Free Shipping, that has been proven. But that doesn't mean they won't shop listings with stated shipping. And again, NOT everyone on Amazon offers Free Shipping either.
One of the big reasons I stopped doing Free Shipping was when USPS started having increases 3X a year. Either adjust pricing on everything or eat the increased shipping. I didn't like those alternatives since it requires updating listings one by one. That was my biggest reason. On a much smaller note, as they don't happen all the time, a properly filed Buyer's Remorse claim. I could not withhold the original shipping from their refund.

·2 years agoAs a buyer, I hate free shipping. I live in state with no sales tax on the shipping fee, so if 2 sellers have the same item with the ~same total price I buy from the seller with the highest s/h which lowers my tax.
I also do searches using sort by nearest first for the shipping fee advantage. Often I don't even look at items with free shipping.

·2 years agoIf you were able and wanting to buy multiple items from the same seller, I assume you would be favorable towards charged shipping if you could get a combined shipping discount... instead of paying all the shipping money that "free shipping" entails.
That's what this program makes difficult. Also I would hazard a guess that there is a greater percentage of buyers who prefer free shipping over those who prefer charged shipping.

..... and how well does stated shipping cost work out for buyers that are trying to combine ship multiple items from the same seller but are being forced to do pre-pay and aren't given the ability to combine under this new program? This, I believe, pushes buyers towards free shipping sellers. Of course if it's a single item order, it's a moot point from this perspective, but for those who charge shipping it hurts (I believe) their multi-item order sales.
Yes, I understand the buyer can reach out and ask seller to exempt them, or the buyer can communicate with the seller and seek an agreement to refund after the fact .... But we also know that a lot (not all) buyers would prefer to have the quickest check out possible and not have to go back and forth with the seller over these things.
I 100% totally understand why you charge shipping. I used to charge shipping and used all the same reasonings as you. I personally switched to free shipping because I've seen an increase in multi item order sales with free shipping, and now that extra money that would be given as a combined shipping discount is now mine to keep.... most multi item orders of mine do nothing in terms of increasing shipping cost, or increases are negligible. I do what I consider "$5 & $10" shipping (under 1lb GA or Priority FR Envelope), $15 (Med FR Box) shipping is a BIG order. That's a nice extra profit for me when people order multiple items.

OP2 years agoOK, we aren't required to agree with each other. My sales, except this summer, are not different from when I had free shipping than now that I do stated shipping.
I have no issues with combined shipping and my buyers. In fact I likely have more buyers that pay separately for stuff [not a requirement on my listings] and never contact me for combined shipping. I write them and tell them that they have overpaid, restate some instructions that I have in all my listings about combined shipping and then tell them I will refund them for the overpayment less the per transactions fees that I can't get refunded. I have always had grateful buyers and never a complaint about this process. Many have become repeat buyers over the years.
It works great for me and I won't be changing is as I don't want to go back to updating listing by listing when shipping increases happen.

Sellers that charge actual shipping are losing money on the shipping, which sellers should not do. They should break even. There are fees on the shipping and there are packaging supplies on the shipping. All of which a seller has every right to recover those costs. Now if they don't tack it onto their stated shipping, then they have to roll it into the cost of the product. They would have no choice. Most sellers aren't here to pay buyers to buy their stuff. The either need to at the very least break even, but most want to be paid for their work too.
Ebay has no program that is even remotely close to Amazon Prime. Nor does Ebay charge members a yearly fee for this non existent program on this site.

·2 years agoI have the second of those two options set (the one requiring payment info for making an offer), but I'm holding off on activating the first one until I can find a straight explanation from eBay on how it's supposed to work from the bidder's perspective (e.g. How often is a bidder going to have to acknowledge the payment info in the course of a typical day's bidding across multiple auctions?), and especially in the case of last-second bid sniping, a strategy I use routinely in my buying account.
For example, will you be quizzed for your account info when making the first bid in any particular auction, but not for later bids in the same auction? If so, it would be wise to make a throwaway minimum bid earlier in the auction in order to get the payment info question out of the way, and then you'll be able to do a good last-few-seconds snipe at the end. Otherwise it sounds like you'd need to waste time banging the acknowledgement screen in order to get past that and get the bid in... or at least do that much a minute or two in advance, and then wait to hit the Confirm button when the time is right.

I don't use it, but then I don't run auctions anymore.

(Heck, a full understanding of how it works would seem to be a prerequisite for making the right choice.) As it stands right now, eBay doesn't seem to have even officially announced its presence, let alone how it works. If I remember right, it was first noticed by members here.
In my niche area, I don't have much problem with unpaid items, and I'm not going to activate that option if it's going to hamper last-second bidding activity in my auctions (many of which are repeat sales to past winners).
Regarding the payment requirements for Make Offer, I don't use Make Offer in my listings as a seller, but I'm fine working with it in my buying account (where I'm apparently in that supposed test group). Prior to making an offer to a seller, it brings up my usual stored payment details, so all I have to do there is click the acknowledgement that I don't need to change anything, and then I can send in my offer.
One minor nit with the Make Offer procedure: if the seller does accept your offer and subsequent payment, I don't seem to get any of the usual purchase notifications or payment acknowledgements in either my buying account or the email address associated with my buying account. If my offer is accepted, the first time I'll notice it is when the item on which I made the offer suddenly disappears from the listings. I remember on more than one occasion rummaging through various search results or account pages (e.g. Watched Items or Purchase History) before finally figuring out that the item disappeared from view because I had successfully bought it. 🙄

I wasn't aware that I was promoting sellers to make a choice before understanding what the new options do or the effects they may have on your potential buyers. I simply informed sellers with this thread that the changes exist. That they do have options.
Certainly some will make assumptions, both buyers and sellers about how this all works. I've seen it on the threads. But hopefully most serious sellers will go and learn about this and then make an informed decision for themselves, which is always what I promote.
I started this thread in the hopes of making more members aware because Ebay did not announce this and we all need to be aware of it. Ebay has not as of this moment updated the policy page on this subject.

IDK what is happening on your account. I get notification when a buyer makes a purchase. You'd have to talk with Ebay as to why you don't get notifications on accepted offers and their payments. However it will show up on your Seller Hub.

I was observing that it's a rather major addition to the toolbox, and yet there is apparently no Help page (yet, anyway) from eBay to explain how it works, especially for the finer points of how it will operate in different situations (e.g. multiple auctions by the same seller, auctions that will be shipped to different places, etc.). I'm not suggesting that you are supposed to explain this all in eBay's absence, nor that you're campaigning either for or against it.
That was my point. It would help immensely if eBay could at least post an announcement about it at the time it gets released into Production (or Beta testing, which seems to be what's going on here with the test groups). Instead it's just quietly put out there to see if it succeeds or fails. I suppose much of the experiment will be to see what goes wrong if it's not intuitive enough in either coding (by the programmers) or usage (by the buyers and sellers), but I don't think the testing is that shrewd. Too much of it seems more along the lines of throwing stuff at the wall to see if it sticks.
I was referring to the buyer's perspective (i.e. in his account, not the seller's) when a pre-qualified offer is accepted via the new immediate-payment strategy. In my buying account, I noticed that the usual message notifications of the sale to me didn't occur, and it took some poking around to discover that I had indeed won the item and paid for it.

·2 years agoHow often is a bidder going to have to acknowledge the payment info in the course of a typical day's bidding across multiple auctions?
My understanding is that once the bidder has set up a default payment method in the bidder's account -- basically the first time the bidder successfully places a bid once the bidder has been added to eBay's trial program -- then further bids proceed as they have in the past without any interruption.
The default payment method is indicated in the bidder's Payments page:
Only if the bidder removes that default payment method will the bidder have to add a new payment method to place a bid or make an offer. At least that seems to be how it works at the moment; it is always possible that eBay will make further changes.

·2 years agoI rarely make offers, i primarily bid on auctions. I made the one offer and then scanned around with just going through the motions setting up but not following through with offer submissions and found the offer requirement to be pervasive, but i found I have not once been asked for info when bidding....and I bid A LOT.
AS EBAY HAS SUBJECTED "GROUPS" OF BUYERS AS A METHOD OF TESTING... IS IT POSSIBLE I'M IN A "GROUP" THAT IS ONLY SUBJECT TO OFFER REQUIREMENTS, BUT AM NOT SUBJECT TO BIDDING REQUIREMENTS?
I find it statistically improbable that i ran into 5/5 (Or more) sellers where I had to enter payment method for offers, but have found ZERO sellers where I've had to enter payment method for bidding on auctions. If all sellers were opted in automatically and had to ACTIVELY opt out, and so few sellers are even aware of this, i just find it highly unlikely I never once faced this payment authorization on a bid... im tempted to go place 100 "throw away" bids on 100 different sellers auctions to see if I face this to test it...

I went and placed a bunch more random bids on random sellers, I did not get asked for a single pre-authorization. I have probably bid on at least 30....40 different seller's auctions, never a single preauthorization request AND for all the auctions ive won, not a single auto-payment was made (so it wasnt done w/o my knowledge).

I can not speak to the "re-authorization" on auctions whether only (1) authorization is required per auction or if (1) authorization works for all auctions. I could understand it working for 1 auction but for all auctions seems goofy as I may want to ship item A to address A and item B to address B, and addresses are part of the authorization process.
HOWEVER I did place a pre-authorized offer with a seller like a week or two ago. I went back in, same seller, same listing. Ive already pre-authorized an offer once on this item. I go to place another offer, I'm still asked to pre-authorize it. It doesn't glide through because I already did it once.
My default payment is "set up" for "offers & auctions" as @eburtonlab asked/suggested.

OP2 years agoAs has been said MANY times, these two new entries on our Buyer Requirements are OPTIONAL. It could be you are dealing with sellers that do not have the option turned on.

·2 years agoYes. For starters, those two new options appeared individually, not both at the same time, and represent two different areas of testing, so I'd say it's entirely possible for you to be a member of one group but not the other.

·2 years agoThat makes SO much more sense, and I would throw an absolute ____ fit if I was subjected to auction pre-authroization. I don't care how many people on here complain about it, I'd take it to another level of DEFCON-1 as it would be a direct impediment of everything I do and be a huge hurdle. Too many auctions, too many bids, too many purchases, would directly impact my selling as I buy those items for resale.

·2 years agoit did happen to me almost lost an auction because I had to confirm my buying method, only took a few seconds but took me back. Was not aware of the change. I have bid since so I guess it is remembering my payment method...

If you've bid on a different seller's auction, some sellers have the setting turned off so wouldnt need to "remember" payment method if that is the case and would be inconclusive.
If you bid on same auction or same seller's auction, and re-authorization was not required then that would be a bit more conclusive but not guaranteed as seller could have changed settings since first bid was placed.

I made one offer on one listing. Had to enter my info. (Did not make a 2nd offer on that same listing.) Went to a different listing and was asked to enter my info again on that second listing.
My hunch is it COULD work once for each individual auction, but not one action for all auctions, as it would be overlooking the factor of address, coupons, etc. When placing payment methods you need to include a Ship-To, coupons, giftcards or whatever. Although the payment method may be default people of course ship to different locations at different times, and ebay doesnt want the payment to proceed with a payment method and address buyer didn't ACTIVELY pick at time of bid/offer and knowingly acknowledge/accept.

Yes, it is not required each time a bid is placed. Until the buyer removes the default payment they will not know if the "next seller" requires it or not either. Buyers that have provided the information pitched by eBay as "New Smoother Checkout" were surprised that the auctions they won were billed in full as the listings ended and there was no option for combining items or requesting a total. One buyer complained that they paid $28 in shipping for four small Barbie doll outfits and was not happy. Again, buyers are asking how to prevent this from happening again, or at the very least if the seller requires it before bidding how can the buyer know in advance? The default sticks for all subsequent dealings until it is removed.
So again, so far the only way for a buyer to know in advance is to remove the default payment they were previously required to submit in order to proceed.
I would surmise it works in a similar fashion for "making offers". A buyer will not know that the possibility for combined shipping has been removed if multiple offers from the same seller are accepted. In every screen I have seen for this (sign up or back up) notice eBay has presented to a buyer as some sort of "good thing" has pointedly left out that their payment sources would be limited, and combined shipping would no longer happen. Sellers, in the best offer scenario are told which offers will be auto billed, so they are free to accept the $50 offer from a buyer who is forced into the system, and decline the $100 offer from another seller who just might turn out to be a non-payer.
LOL, you will never know I was going to offer $175 in the above example because I refuse to play this.
Yes, sellers have asked for relief for the NPB situation. Discouraging buyers that do pay, have always paid, and want to pay promptly will be a consequence of the path chosen for this. It costs the buyer more money, it costs the sellers more, and eBay has gotten an additional revenue stream by doing away with combined shipping.

OP2 years agoIt is likely, but I do not know for sure, they can have multiple payment sources they want to charge as long as it is a credit card or debit card. Each offer made would default to one of them [likely set by the buyer], but at the time of offer, they can change it to one of the other payment sources they had previously set up. That to me sounds pretty logical.

On the updated form the buyer sees to enter their payment source they even have the ability to set their Ship to address. I don't think what you heard is correct otherwise the buyer would always also have to ship to the same address and they could never use coupons of a gift card in which is an option on the form too.

You may be right. I have only encountered that form once when bidding; but it is possible the other sellers whose auctions I had bid on since that time had set their requirements to avoid the payment method requirement altogether.
There are so many possible contingencies, test groups and settings that it is difficult to know with any certainty how it is supposed to work or whether it is actually working as intended, or if eBay has simply made further changes or added me to a different test group.
