Friends/Family is a way of sending personal payments (not merchandise) through Paypal. I doubt that you would save anything as eBay would charge you fvf anyway if they saw the buyer's message. I would tell them that they will pay to pay through ebay checkout as that is the only allowed payment method.

There's nothing YOU would do anyway. It's just a choice the buyer makes when choosing to pay with PP, which is still 100% allowed by eBay. However, it will likely not work, since PP will know they're paying eBay.

The only way his payment idea would succeed would be for you to cancel the sale on Ebay (presumably as Buyer Requested) and then give him your Paypal payment address. If he does try this with every seller then he would be generating a list of sellers on Ebay who all mysteriously cancel their sales one after another with this guy. I doubt that is a list that you would want to be on.
And thats even assuming that this is an honest if misdirected buyer (a F&F purchase would be entirely at his risk). There is no real reason why he should be so concerned about your fees. You should wonder why he is proposing an off-Ebay purchase that would be of more risk to HIM than you if he was really going to make a payment. Occams Razor says that he is more likely a scammer who will be sending you a fake payment notification and hoping that you will ship before you realize that there is no payment actually made.

All buyers have 100% feedback. It is not possible for sellers to leave negative or neutral ratings for buyers so they all have 100% feedback, even the terrible ones.
As noted above, it's very likely that he's setting up a scam to send you a fake payment message. I'm glad you're not going along with it.
The only way that you would save on fees using this method of payment is to completely break eBay's hardcore rules about taking the purchase off of the platform. He probably wants you to cancel the sale so that you don't have the fees and then you do a private transaction for the item off of ebay paying with Paypal.
If eBay reads in the messages that you're agreeing to something like this they could suspend you permanently.

They can pay you through Paypal but I doubt they can select the 'friends and family' option because eBay is not 'friends and family' - they're a corporation and it's a regular transaction.

That would be a way to cheat eBay out of its fees … and would be a very serious policy violation that could lead to suspensions.
You need to refuse/ignore such messages … and probably should block the buyer from buying from you to protect your account.

In this case it's to send a fake Paypal message saying you've been paid. Also payments outside the eBay platform are against policy.

Also DO NOT give out your paypal email address or ANY information to this person.
They are trying to scam you. All transactions should take place on ebay.
There is no legitimate reason for a customer to ask you additional questions for payment.
