Question about “Private Bidder List Fee” on eBay Germany

Does anyone know what the “Private Bidder List Fee” charged on eBay Germany is?

Is this fee also applied to fixed price listings, and what is the exact amount?
According to the fee table, it appears to be €0.35, but I was actually charged €0.39.
