PARCIAL REFUND TO PACKAGE
CUSTOMER WAS GIVEN TWO REFUNDS OF A LARGE ORDER EACH AFTER HE says he didn't receive that item. NOW HE SAYS HE DIDN'T RECEIVE ANYTHING. SOUNDS LIKE THIS GUY IS TRYING TO PULL A FAST ONE. IF HE DID'T RECEIVE THE PACKAGE, WHY WOULDN'T HE ASK FOR A TOTAL REFUND IN THE FIRT PLACE? I'M NOT REFUNDING THE REST OF THE MONEY .

I agree it doesn't make sense that they would have requested a partial refund, but was that what happened, or did you send the partial refund for another reason? We don't have all the details.
Regardless, however, if the customer files an Item Not Received claim, and you don't have tracking that proves delivery, you will be issuing a refund, willingly or not. If you make eBay force the refund, you'll also lose the final value fees on the item, so I don't recommend that at all.
