I've had a few inquiries now about stuff that's definitely OOS.
The outage was (and is, since some api servers are still being targeted) a DDOS attack coming from outside ebay. It wasn't any sort of internal issue and could not result in the sort of thing you are describing.

·4 months agoThere are always some reports of ghost or zombie listings.
They are not necessarily related to anything other than fundamental system design errors which cannot be remedied.

·4 months agoOOS listing should not show up in search but anyone who had it on a watchlist or knows the item number can find it.
What they can't do is to actually buy it.
