Offer then never pay
So lately i have had offers on items and the people never pay OR they ask me to cancel. Have I been lucky all this time without having these issues until now. I also thought if you made an offer on an item you immediately had to pay if it was accepted?

Your settings require a buyer to provide a payment source for auto-billing in order for them to make an offer at all. If you accept an offer under these circumstances, the buyer would be billed immediately and the item paid for. See the screenshot provided in message #2 regarding the BUYER RULES.
If your buyers are NOT forced to "auto-pay" upon your acceptance, then there is something wrong and you need to contact customer service. You are likely limiting your buyer pool by retaining the buyer rule settings, so at least you should get paid immediately as the program dictates.
On the other hand, if you SEND offers or accept a COUNTER OFFER, buyers no longer have an accept button. If they want the product, they have to pay for it. If they want more than one, they have to be paid separately, with no option to combine orders. Both offers you send and counter offers you accept will remain for sale until someone buys them. You cannot send reminders for counter offers you accepted, and you cannot file the unpaid item cancellation for these if the buyer does not pay. Buyers are not given notice of your acceptance of a counter offer, but they will appear for buyers it you sent an offer when you did nothing of the kind.

Not sure what you are asking here. Does "what" affect , and what are "performance calculations"?

·1 year agoYes. This is often misunderstood. If I send an offer as a seller and the buyer sends back a counteroffer that I accept, they are not automatically billed. That 'sale' does not even show up as sale awaiting payment. It's lost somewhere in cyberspace. It's in the buyer's hands to pay if they choose to.

Your assessment of the situation is quite accurate. A seller cannot send a 'reminder' or let the buyer know their counter offer was accepted. They need to go the 'soon to be old and extinct' feedback page and use the "contact member" link to inform the buyer the counter offer was accepted, and where to look for it.
Unfortunately, eBay is making getting to the appropriate page where one can use the 'contact member' feature problematic as well. Here on the forums clicking on the feedback number (yours is 3312* with a red star), takes one to the correct page. From listings, it is see feedback, see all feedback, see all feedback again, and a small font to select use the old format or whatever until the option to do so is removed.
If you can get to your own page, you can substitute your user ID for the one you wish to contact.

Make sure to block them, then you do not have worry about them doing this again. We have had a few that do this just to see how low you will go on price. Then never pay, like a game or something.
People do not realize this is your store, life.

·1 year agoPlease make sure after 96 hours with no payment, be absolutely sure to file a Cancellation with the reason the buyer did not pay. That way they get an unpaid strike.
Also check your Buyer Requirements in your site preferences. Make sure you have the block for non paying buyers set to the strictest possible which is 2 in 12 months. There is also an option regarding payments on some types of offers.
