Not using ebay's standard envelope

I noticed that I don't haveto use ebay's print label. I have read that you need to use their QR code.
If I don't print their label I do notice all mail goes to Internationale blvd Glendale Heights, IL.
I bring this up because when I listed my item, a stamp, for $24, I picked ebay's standard envelope for $0.78, but when I went to print the label, 3 the price was $5.61 and no long $0.78, so it made sense to me to just hand print the person's address and slap a $0.82 stamp on the envelope.
But all the mail goes to Ilinois. So I am not understanding how this item gets to the buyer if the address for all buyers is Ilinois

·2 weeks ago · EditedI am making assumptions. The bar code for the tracking number gets scanned. Then the eBay listing and the Export Declaration documents appear on their screen. Most of the packages pass inspection and get a new label with another tracking number for the second leg of the journey overseas.
The $0.78 handwritten labels doesn't have a tracking number. It would be difficult or impossible for it to get processed. Hopefully it will arrive back to you via Return To Sender.

Maybe they can scan the QR code you mentioned to process the shipment.

The dollar limitation for using the eBay Standard Envelope (ESE) is $20.00 -- your stamp was $24.00, so the EIS did not apply.
As long as your first class envelope is delivered to the eBay International Shipping (EIS) hub, and is confirmed as delivered, you should be okay -- but, without a tracking number, I'm not sure how your item can be confirmed as delivered.
You'll just have to wait to see what happens.
