Can't speak to the app as I don't have it on my phone but offer notifications have become spotty for a lot of us. I've taken to [trying to remember to] click the Offers quick-filter button thing in Seller Hub > Active Listings to see if Offers awaiting your response (#) is among the options in the dropdown menu.
