Non paying buyer - order disappeared
A buyer sent an offer. I accepted the offer. Then it showed as "pending" but was still listed for sale. I saw no option to send an invoice. The following day, I sent an email to the buyer reminding them to pay. The third day I sent a reminded telling them the item was still for sale to others until paid. On the fourth day, the buyer contacted me asking how to pay. I looked and the "pending" has disappeared and it says the offer "expired". So now there's no sale and no repercussions for the buyer not paying in a timely manner. I never requested the sale be cancelled nor did the buyer. Is this how it's supposed to work now?

·2 years agoI have had several like this recently on buyer made counter-offers.
If I accept, I have been messaging the buyer that I accepted their counter offer and that the item didn't go into my solds... that anyone else can come and purchase it... first to pay, wins.
I don't know what the buyer sees on their end, so I just opt to send a quick message.
As far as I can tell, Ebay has not formally explained this situation. If they did, can someone point me to it? Thanks.

This has been going on for many many months. The procedures were changed often. A seller would SEND offers to the same buyer who had to pay immediately for some, or could accept others sent by the same seller in the same session. The only information we EVER got for the seemingly random bizarreness was from sellers and buyers sharing information and screen shots with each other. We have eBay staff on these boards, and they were tagged repeatedly for months, and we were simply ghosted. As far as this program they are still apparently not allowed to talk about it, and from recent posts eBay may not be done PLAYING around.
Here is an old thread that shows some screenshots that illustrate the variety/randomness that was going on. If I recall correctly, the first post shows a "buyer's view". Most of the discussions that occurred when the "daisies" really started to hit the fan around here are lengthily and tedious, but eventually we sort of figured out what was up.....even though it changed again and again.
Though it is just my opinion, these "Buyer Rules" were very effective in getting rid of buyers in general. eBay had to back up, and actually turned off the ones that required a buyer to put up a payment source in order to bid for a couple of months. Its back, and eBay is actively forcing more buyers to comply or go away.
I don't know if this is the one that had posts of angry sellers and buyers accusing posters of being eBay employees or not......LOL...I know that this one also had some interesting information if you can ignore the rest:

The OP in this post was a seller who had the Buyer Rules turned off, yet her buyers were being sent offers/counter offers/or accepted offers that required immediate payment anyway.

Until an offer is paid for it is still live for anyone to buy. Unless you have your buyer requirements set to require a payment method prior to making an offer. Offers expire in 48 hours.

OP2 years agoI don't want there to be any repercussions for the buyer - she wants to buy the item now (or so she says) but I don't want to go through the same thing only to have the sale show as "pending" again and then wait another how ever many days only to have it disappear. It used to be when I accepted an offer, it showed as "sold". Then I was given the option of sending an invoice. None of that happened with this sale.

·2 years agoGo to your Buyer Requirements to see if your buyer rules are set to require a payment method before they make an offer. This will ensure they pay when you accept the offer.

OP2 years agoThanks! I did go check and I DO have the requirement set so I don't understand what happened here. Thanks for the suggestion though!

The OP indeed has the pre-payment requirements set. From what we know, this SHOULD HAVE RESULTED in the buyer being auto-billed upon the seller's acceptance of the offer.
However, there seems to be something else going on. Either we have buyer IDs that have not been enrolled into forced compliance, or eBay is playing with the system again REGARDLESS of the Buyer Rules remaining in the default set to yes. This is the second one I have read today, and a couple more earlier.
Seller has Buyer Rules settings in default to yes.
Buyer makes offer
Seller accepts offer
The buyer is NOT auto-billed
Transaction says "Pending"
Now it is hard to get details from posters who are new here, but it appears that eBay may be reverting to the old "seller accepts offer/transaction is renamed YOU sent an offer even if you. as the seller, did no such thing. The transaction ends up on the buyer's end as "You have an offer" with no notice of acceptance from the seller at all.
The last time eBay played with this, it happened REGARDLESS of whether the seller required the pre-payment set up or not.
I have to go out for a while, but I will look for the other post so you can read them as well.

Here ya go. I found two so far, this one makes three, but I have seen more. I just don't have time right now to look back. If they were posts I didn't participate in, it is going to be pretty impossible. In both cases below, the seller had the Buyer Rules in place for the auto-pay scenario. In both cases, their BUYERS WHO MADE OFFERS were not auto-billed.
So it seems we have buyers who ARE NOT enrolled in eBay's forced compliance, or they are testing again an old procedure they used months ago. Without being able to consult with the BUYERS in these situations, we will likely not know until we get further posts.

That activity was changed when eBay placed the buyer requirements on your account with the default set to YES. They were placed on ALL accounts with default in place, but actually didn't do much of anything until eBay forcibly enrolled BUYER IDs into compliance. eBay has proclaimed that ALL buyer IDs are now in forced compliance for those sellers that kept the default settings. The buyers were NOT allowed to proceed to make an offer to a seller that had these requirements without providing a payment source first. When you accepted, the buyer's payment source would be immediately charged, and you would get paid.
However, though it sounds good for you, it was really not so wonderful for your buyer. The payment sources they can use are quite limited. There is no option to combine items for one shipping price, and invoicing for same is not allowed. If they made 10 offers on your listings and you accepted them all, they would be billed separately for each one at full shipping price. As a poster in another thread said "why would a buyer make multiple offers so he "could save about $10 on the prices... and pay an extra $40.50 in postage".
You retain those settings, so your buyer's payment source should have been hit for what is also named "Auto-Pay" and it was not.
You can see your preferences here:
https://www.ebay.com/bmgt/buyerrequirements
Buyer Rules:
*Require buyers to provide a payment method before they place a bid.
*Require buyers to provide a payment method before they make an offer.
Though they are also known as the "combined shipping killers" you kept them, and for some reason they did not perform as promised.
At any rate, you retained the default, your buyer did not get auto-billed, and your listing is not paid for. Either eBay is tinkering again, or your buyer was not yet forced into compliance.
Trying to figure it out.
