There's nothing to "report to ebay." The option is to wait 4 days and cancel the order for non-payment.

A better suggestion is to stop running auctions and list your items as BIN/IPR - buy it now/immediate payment required.
Your auction listings are only getting 1 (or 2) bids so clearly, there's no need to do an auction. Just list at the lowest price you're willing to accept and if a buyer wants it, they buy it and it's not "sold" until their payment is completed.
Buyers cannot be given negative feedback, and leaving a positive rating with a negative comment is a policy violation subject to removal. That is not what feedback is for.
After four days you can cancel the transaction for nonpayment to give the buyer a strike and prevent feedback from being left. If you cancel earlier or for other reasons, the buyer will not get a strike.
Add the user to your Blocked Buyer List to prevent that particular user from bidding on or buying any more of your listings, regardless of what other sellers do.
Yes you may, but it must be positive and Ebay does not permit negative comments on a positive FB. You may be punished by Ebay as well as see your FB removed.

·1 year agoYou might want to refresh your knowledge of the rules. Buyers/bidders can only be given positive feedback or none at all.
If you have a nonpaying bidder, you need to cancel, citing "buyer did not pay" as the reason.

Be sure to set your Buyer Requirements to preemptively block bids or purchases from users with two or more unpaid item strikes in the last year.
You can avoid unpaid items by listing your item for a fixed price with immediate payment required and by not accepting offers.
