New EU fees and customer shipping rates

Have a question. How handle the new 5 euroes import fee to the EU countries? I can't make custom rates for the certain countries since I'm outside of the US and neither I can increase the shipping cost as flat for everyone and then refund the difference if the client is not in EU or US (import fee of 10% based on the value). Because if I'll mention this in the listing it will flag my listing due to "communication outside of the listing". I tried to mention such option in the listing, but it wouldn' work. So I ran out of options.
So the small seller like me, I have no room to spare 10% or 5 euros to the clients on top of the high cost of the product on the Ebay itself due to their own fees.
