New eBay Feedback removal policy.
Confirmed this with 2 eBay social media reps over Instagram.
If a buyer starts a return, they will not remove negative feedback, either through phone/chat/socialmeida or the AI feedback removal tool.
Only when the return is CLOSED, as in the package comes back and you refund, or the buyer doesn't ship the return and it closes out, will negative feedback get removed.
On a positive note, they are using AI to proactively remove any bad feedback that violates policy, as in you don't need to even request a removal.

·4 months ago@lacemaker3 thanks for the correction...... I'm dim witted......at least when it comes to Ebay speak.... I think that beginning "IF" throws me off. A simple declarative sentence with the major seller concern first would be better.....
Negative or neutral feedback will be removed after we close an Ebay Money Back Guarantee case or appeal in which we have determined that you've met your obligations to the buyer.

I fully expecting a negative incoming from a EIS sale that the buyer opened a return, immediately closed it because he didn't want to ship it back, and then messaged for a partial refund. If that doesn't qualify for a negative feedback removal, I don't know what does. Maybe I won't get one. I'd rather not have to test out the new policy.
