New Coin Policy, Continuous Evaluation?
Just to set the stage, I've sold coins on eBay over the last seven years or so as a side-gig. Some has been coins from my dad, some are mine and sometimes I sell on consignment for colleagues. It's not super-predictable how much product I'm actually going to have available.
Coins were recently lumped in with items where there are some restrictions placed on the seller (Link). I am a Top Rated seller with no major issues to speak of and I currently do meet the requirements, but I'm curious if the following is going to be continuously evaluated:
"Seller has an established history of active selling for at least 90 days, with 100 or more transactions and $1,000 or more in sales in the last 12 months"
Particularly:
1. What constitutes active selling? Does that mean having listings up at all? Active sales?
2. Does this mean if I have a dry spell with fewer than 100 transactions or $1000 in sales in the prior 12 months that I will lose the ability to sell or is this more a matter of checking the box once? This seems like it becomes self-perpetuating if I fall right near the border (I can't sell coins because I can't list coins and I can't list coins because I haven't sold coins). I've been far above the $1000 in sales for every year, but 100 sales might be a little more of an issue.
3. For that matter, if I list a bulk item with 10 items available and someone buys all 10, does that count as 10 sales or 1?
Mainly looking for these answers to know if I will have to be more proactively buying product to sell.
For the record, I am happy that eBay appears to be taking steps to prevent the plethora of fakes I see constantly on here, I just wish it was as easy to break into the market as it was when I started. Perhaps a better rule would be that this only applies to coins over a certain value until a track record can be built up.

Unfortunately the way that Ebay scores it that only counts as one (1) transaction.

·7 months ago1.) Active Selling means Continual ie. never stopped listing things for sale (barring a minor few days/week or so vacation)
2.) Yes; it could start over should you fall below the 100/$1000 during ANY rolling 12 month period.
3.) If buyer buys 10 items in 1 transaction, that counts as 1.
