I had this happen last month because I had a multiple item order of like 30+ items in 2 purchases to one buyer and when I bought the label for the order and uploaded the tracking on the second purchase I didn't input the tracking onto each of the 17 individual items in the 2nd order and didn't notice until eBay said I was a bad boy but they sent an email that said they will give me a month to correct the metric before they ding my account... Id estimate with the amount of sales you do it won't take very long to get back above 95%.
If you buy your labels elsewhere then you have to upload them as soon as possible. Of course if you buy your labels on eBay the tracking is automatically uploaded. 94.61% says to me you have on occasions failed to upload tracking.
It's not your fault....but unfortunately, it is still our responsibility. There are many reasons why things happen or don't happen, but none of them are excuses, ebay has their rules and standards. I most likely will lose my Top rated standard after this month, slow sales is a reason, but not an excuse
Doesn't matter in the big picture - I go between TRS and above average due to not selling full time, taking months off, etc. I don't see any difference in sales (if I'm listing, that is).
Just work on that on-time validation, or maybe you just had a bad patch and next evaluation will be better.

I’ve seen plenty of sellers get surprised when they started shipping stuff in stamped envelopes and didn’t realize it would affect their Top Rated Seller status, so it’s worth asking.
I only ship USPS. It's easy you hand the clerk your packages and they hand you a receipt. If I mail 5 items I look for 5 different numbers which are now grouped at the top of the receipt so you don't have to look at the entire print out. In 20 years the process has always been the same; I hand packages to the clerk one at a time, they scan them and hand me the receipt. Again, to remain compliance with ebay it's easy, mail the item and post the tracking # (obviously they do it for you if you buy a label). The fact that a package arrives to the buyer is not a substitute for posting the tracking # in a timely fashion. Last, I've found buyers actually appreciate a quick follow-up message stating (1) the package has been mailed, (2) the tracking # and (3) expected date(s) of delivery.

That's great if you're shipping 5-10 items at most (some post offices have different limits but usually they at least get annoyed if you're asking them to manually scan more than 5 at the counter).
For many eBay sellers, it can be common to be bringing in a dozen or more packages, and some of us can be bringing in hundreds. They will absolutely not scan those or even allow you to deposit them at the counter. They can't, it would cause chaos. But you should always work with your post office to find the best solution, which probably involves a scan sheet for many sellers.
And I would not typically recommend messaging your buyers that the item has been mailed and providing the tracking number and estimated delivery date, only because eBay already does that, so you're duplicating messages. If your buyers are happy with that, I'm glad, but some buyers will be annoyed at excessive messaging.
Bottom line it is the seller's responsibility and only the seller's to be sure every package is scanned. There are alternatives and it is up to you to make it work.

The tracking has to be entered AND validated within your handling time, meaning it has to have at least one scan from the carrier by the end of your handling time.
You can get a report of any orders that did not get entered and/or validated in time from that page, so you can go back and figure out what happened.
Just an additional clarification: it has nothing to do with your item arriving to the buyer on time. That metric is about how quickly you got items to the post office or other carrier (or had items that did not have tracking input).

Because those are two completely independent pieces of information.
You provide the tracking number, or if you purchase your labels on eBay, it’s automatically logged into the case. That is the “tracking uploaded†step.
You then also get the item to the carrier. They scan it, preferably in your presence (though as a larger seller, we use what’s called a Scan Sheet that just acknowledges the receipt of many items at once, since we’re often dropping off 100-150 packages in a single day). That is the “validated†part. The item has not yet reached the customer yet.
Once the item reaches the customer, then it can be evaluated based on whether it arrived on time, but that is not part of the metric that is low for your account. It would be entirely possible for all your items to arrive on time, but none of them have tracking entered and validated on time. Two separate parts of the process.
Using SCAN sheets does NOT work - at least at my post office. I have had a lot of issues with this recently. When I had the scan sheets scanned, tracking would show "acceptance pending". What is that ????
Then 2 days later tracking would show "in possession". Since I must ship in 1 day , this 2 day mess is just that - a mess. So I quit using scan sheets and the problem has disappeared. NO MORE SCAN SHEETS!!!! The clerk now scans each package individually which takes them much longer, but they understand that their system is BROKEN!!
Unfortunately, it does. You can get dinged for Not uploading tracking, uploading it late (like if you get your label from another site, it is picked up, and then you upload it) or uploaded but not scanned by your carrier upon pick up. I have two sitting on my account atm for late and not scanned. Technically it isn't your fault, but ebay has no way to check if it is the post office, or just poor seller performance so we are all subject to it.
I guess to answer why is it my fault because it seems to be confusing (this was explained before, so forgive me for being long-winded, I am just trying to help):
A: Uploading Tracking: Ebay requires the seller to upload a tracking number, whether you buy it from them (which automatically uploads) or get the tracking number from another site. You and you alone are responsible for making sure that the "tracking number" is received by Ebay in your specified handling time. For instance, if you set your handling time for 1 day, then before the 1 day handling is up, you must have a tracking number uploaded to Ebay's site.
B: Validated: While it doesn't seem that it would be our responsibility if the carrier scanned or not, if we are to understand this metric percentage, it no doubt is ours and ours alone to insure that the carrier or the clerk scans the item as received. Again this transaction must happen within your handling time, not one second after the 1 day handling time. This is why a lot of sellers, myself included, wait for the clerk to scan and get a receipt of same.
This metric has zero to do with whether the customer received the item on time. It is a separate entity, which explains the separate line. As a buyer, I can understand the metric. If I buy something, I like to see that tracking number is validated, not because I am impatient, it is because I have had bad luck (some people are just impatient, but all customers should see their tracking validated). Heck, I don't care much about the handling time itself, I just care that I know something about it. You ship in 5 days.. okay, no problem, I just need to see it happen.

Just one thing to add, the reason eBay started requiring the Validation (Acceptance Scan) is that some sellers would print the label right away but not hand it over to the carrier for days (weeks in very rare cases).
Many buyers are understanding of some delays by the carrier but what they don't like at all is having a seller/eBay tell them it's shipped and then it turns out they printed the label on Monday but didn't get it to the carrier until Thursday. This behaviour makes a sellers Handling Time meaningless as far as buyers are concerned.
At your volume you should regain TRS status very quickly for whatever that's worth (which is not much in my opinion unless you are really missing the TRS+ fee discount).
You can try to reach out to the ebay agents on Facebook, Twitter and Insta and see if they will remove them. Sometimes they will if there are weather problems, holidays involved or in your case time away. Just a thought.

Actually for this metric, the tracking number has to be uploaded within your handling time as you state, but the validation scan does not. Any scan along the way or delivery scan will qualify. Getting the validation scan within the handling line will help meet the on time shipping metric, though.

Maybe a bunch shipped out from the PO without an acceptance scan. Check the tracking on problem items.
