If the listings have been up a while, there's also a good chance you've already sent offers previously as mentioned above. You can't send multiple offers to the same watcher/buyer for the same listing. Most buyers don't bother to "unwatch" items even after they're long forgotten.

Plus, there's always the possibility that those watchers are just other sellers who are not really interested in buying and have (also mentioned aboved) just opted out of receiving offers for that reason.

ETA: This is yet another reason it may be beneficial to end older listings and "sell similar" them. Doing so basically clears out old data and resets your watchers so you can send offers again.

Its been happening for months, also the number never tally on the sellers selling page, one could say you 76 eligible buyers, but you could have 91, its just another ebay bug, or you are sending offer in to inifinity.

Watchers can also be other sellers that are not interested in buying your item, But they watch to see if it sells & at what price it sells, Because they have the same or similar item.

Your watchers also may not meet the criteria you may have set for who can buy your items, for example, they may have more unpaid item strikes than you tolerate or they may be overseas in a country that you do not ship to.

Just because someone watches an item doesn't mean they are eligible to purchase that item or like someone said opted out of receiving offers. If someone were to be interested they would make you an offer or purchase the item outright. You might get on an occasion a watcher agree to the special offer but that's like under 5%

Buyers can opt out of receiving buyers offers.......and/or you may have already sent offers to the buyers........ lol, obviously needed more coffee....
