There are entire categories that aren't eligible for promotion. My primary category (Everything Else>Metaphysical>Tarot>Card Decks) is one of them. I'm not sure why/how they decided to do this, but you can work around it by listing in a different correct category. In my case, that would be books or playing cards, but I just leave the decks where they are and don't bother promoting them.
Depending on what you're selling, you should have a few different legitimate categories that you might be able to list in.
