Is the seller responsible because the buyer opened the case for the wrong reason restriction
eBay added restrictions to my account. When I contacted the eBay support team, they told me the reason for the restrictions on the account

First case sounds like you shipped with signature required based on your post:
failed delivery attempts to the buyer’s address because the buyer was busy and did not pay attention to postal notices. Did you Google map the address? Review the buyer's complete profile? This could be another possible scam.
Second case definitely sounds like a scammer. How hard is it to pack a watch safely if that is what you shipped.
International shipping is still a problem to me. I know eBay has a new program, but I rather wait and read posts on the experience other sellers have had.

eBay is considering this as a "service metric". Apparently, they have been tweaking this portion of the seller performance of late, for there are other reports of the same thing happening to others. Some of these cases involve delays in international shipping, or by sellers who do not use tracking/delivery confirmation do to the added expense.
As a "service metric" ALL CASES ARE COUNTED SIMPLY BECAUSE THEY ARE FILED. It does not matter if they were filed in error, or if they were resolved by the seller. The outcome does not matter, only that the button for INR was pushed by the buyer. The seller is then compared to a peer group by a computer algorithm for sanctions.
