International selling FEES when shipping address is within the US ?
Why is there a FEE charge for a registered user that has an international address listed but I am shipping the item to an address within the US ?

·2 weeks agoI have had this problem a couple times and have had to have a supervisor, who should REALLY know how eBay works, tell me that sometime you will get this charge. So after reading back to her the details of how the international shipping program works and that seller will NOT SEE ANY CHARGES for them after the sale.

But were you actually charged eBay's International Fee on any of those transactions?
If you were, eBay's International Shipping program was not applicable to those transactions.
One way to tell the difference is the city/state in the shipping address given to the seller.
eBay's International Shipping program uses, most often, an address in Glendale Heights, Illinois. The mailing address will also include a line of seemingly random letters and/or numbers, which is a code that helps with sorting packages for their final delivery locations.
When a buyer has arranged his/her own freight forwarding (not using eBay's International Shipping program), the shipping location is very often a state which does not impose sales taxes, such as Delaware and Oregon.

International selling fees can be charged when buyer is registered internationally, even if shipping address is domestic. eBay charges International fees for payments from international accounts. That wouldn't have anything to do with shipping address.
International buyers will sometimes have their items shipped to a freight forwarder in the USA, or purchase gift for someone in USA, a second home, or something else.
Usually, they're freight forwarding. If so, the address gives a hint. It usually has something that identifies the client (your buyer) for the freight forwarder, like an ID # or name, where a Unit # would normally be. For example, mine might be "3488 Industrial Dr #profitweb83".
You can Google the shipping address (leave the ID out). If you get a freight forwarding company in the search result, then it would confirm freight forwarding.

You are probably shipping it to eBay's US address so they can forward it to the buyer. At least, that's what it sounds like.

What you are describing is eBay's International Shipping (eIS).
When the eIS program applies, eBay does not charge the seller an International Fee.
The entire point of the OP's post was the fact that eBay did apply an International Fee to one of his sales.
That fact alone indicates that the OP's transaction did NOT involve eBay's International Shipping program.

Yes, but ONLY when the buyer's eBay registration is in a nation other than the USA.

That's the way eBay, Inc., has decided to set up their fee structure for sales from USA addresses to buyers who have eBay registrations in other nations.
Some sellers will attribute it to the funding source of the buyer's payment, i.e., whether the buyer used, say, a UK "chequing" account or a French credit card.
eBay's description of the International Fee in the User Agreement, however, does not mention funding sources, but states the fee is charged based on a buyer's registered address: If the buyer's eBay registration address is not in the USA, eBay charges a 1.65% International Fee regardless of the delivery address. Even if the delivery address is in the USA.
There is actually an entire industry for these scenarios: freight forwarding companies.
Many of them are located in states that have no sales tax (such as Delaware and Oregon). The buyers probably pay something to the freight forwarding company for sending their purchases on to their homes or offices in London or Paris or wherever . . . . .
