If an INR is filed, first delay. Do not automatically refund. If there is recent tracking, eBay will extended the deadline for the INR. Another tip I recommend is to attempt to file a missing mail request. Generally, USPS will not let it go through unless there has been 72-hours without a scan. However, twice now I've gotten messages from USPS informing me they are aware there is a delay and it goes on to explain why there is delay. A couple of months back, there were issues at the Indianapolis sorting facility. If you have done everything possible and eBay does not extend the INR deadline, then refund. If the item arrives within 3 days after the refund, contact eBay. I know some sellers who have been able to get reimbursed by eBay.

Two days later it was delivered to the buyer. They let me know and offered to pay me, and I told them it was not necessary. The second INR was earlier this year when I was having severe problems with my local USPS. Packages were sitting in the post office after I dropped them off for days, even two weeks in one case. I responded to the INR with the tracking number which showed a scan within 72-hours. The buyer got the item a couple of days later, so it never had to go any further.
@titipeo , I assume you mean through USPS. I've done that, too, but not in this situation. I did it after someone used a stolen credit card to buy a moderately expensive item from me. I shipped it the next day, and a couple of days later I got the alert that the funds were on hold because the buyer did not recognize the charge. I looked at the tracking and the package was in Dallas. I'm in Virginia and it was going to Georgia. This was before USPS was sending packages all over the place. I called USPS and come to find out the "buyer" had called them and had the package rerouted to Texas. I was able to get the package turned around and sent back to me, only it ended up in Georgia. I then had to contact the local post office there and a very nice woman was on the lookout for the package and she got it back to me. I fully expected to be charged for the package retrieval, but I was never charged.
Contact the buyer and ask if they'll repay since they finally received the item.
If not, not much you can do.
In fairness, if you ask for payment, it should be for less than the original sale price. You should - at the very least - deduct for the eBay fees that you are saving, as well as an inconvenience fee. Sellers shouldn’t be better off because of a poor buyer experience, IMO.
What happens if a buyer files a INR ,gets refunded then gets the package afterwards.
Since you've had a transaction with this buyer, you can exchange more information if you request payment from them, i.e., Paypal or whatever. I'm pretty casual about this kind of thing, like "Hey there, I see your package finally arrived. I'd really appreciate it if you could reimburse me" or something like that.
Most people in my experience are pretty honest, so hopefully it'll work out.
Nothing, if buyers good person he will reach out to you to submit payment via other means, but there is no guarantee to that. You can send him a message, I noticed tracking shows item delivered and eBay refunded you.
