INR
This is directly for eBay higher departments, who make the decisions on new policies and what not.
You do realise that this INR policy you just implemented will affect so many good sellers that do not deserve their accounts blocked.
You do realize that there are many shady buyers who just take advantage of tracking number delays and minor mistakes just to get freebies, right?
If I get INR cases open against me AND WIN THEM, how does that count as bad metrics?
What am I supposed to do when a customer just wants to get a free item and tries to scam me?
This policy is ANTI-SELLER.
Please reconsider your decision.

These boards are staffed by fellow eBayers. As such, we have nothing at all to do with setting policies.

·3 years agoAfter 20 ears at ebay a top seller they restrected my account due to high INR. I did not knew that there is such a strict regulation ... almost everyday I receive claims from buyers that they have not received the products although according to the tracking number these were deliverd ... Also unclaimed at the postparcels return from buyers who open INR claims
Its very unfair Ebay to treat good sellers this way , When they lift the restrictions the 2700 ended listings will not appear anymore (3 months ) ...Ebay believes that I will do it manually in 2-3 years and who is going to stop all these sellers fraud or egnorant to stop opening claims without reason ???
I dont think that they will consider change their decision ..they just dont want us !!

·3 years agoI'm in Turkiye. I've been an eBay seller for 13 years. I don't dropshipping. Last rules are a really bad decision. Thousands of good sellers' accounts have been restricted due to this wrong decision and policy. At this rate, eBay won't be able to find a seller. We are no longer back in the days when eBay alone dominated the market 15 or 20 years ago. There are many alternatives to eBay. I love spending time and selling on eBay. That's why I'm on ebay. But now there are many alternative marketplaces. eBay is kidnapping sellers. I was also selling on eBay Turkiye (GittiGidiyor.com). eBay Türkiye was one of eBay's largest sites and markets. However, due to such wrong decisions and policies, eBay Turkiye site went bankrupt and closed. The same things are about to happen on eBay global. Such decisions taken in a time when competition is so intense, quickly remove the sellers who make up eBay's income from the site.

·3 years agoHigher than the market average INR rate?
With all the drop shippers selling on eBay? I'm going to say there's nothing to worry about.
Unless.....you list things you don't have, and when something sells, you order it from somebody else, and have them ship it to your customer.

·3 years agoMy case - got suspended account because of high % of INR.
I am not located in US, and I dont dropship, I sell the stuff I produce.
All items that were shipped and got into INR report got delivered (total of 17 cases). Four were actually late because of the shipping company. 13 of them were late because US Customs office held them for one or two weeks. Per eBay policies (and all of the postal companies and carriers around the world policies) time spent in Customs office isnt counted towards transit time. Can anyone speed up the Customs? From what I know, not. And yet they count those cases in the metrics (although thy were closed in my favor). I mean, what???

The person who started this thread was drop shipping from another retailer and was suspended because that's a policy violation. Sorry to see you were suspended, as you appeared to be selling plumbing supplies of some type. Did you try contacting Facebook for business? They might be able to help you:

They are known to be helpful and many positive outcomes have been posted here on this forum.
Give it a try and Good luck to you.

·3 years agoI am eBay seller for 13 years, I have över 1500 selling and full postive 574 feedback.
eBay is making a big mistake somewhere. They even include INR cases closed by customers in the calculation. I have only 2 cases of INR in 105 transactions. 1 of them is already a novice customer. A few days after purchasing the product, he created an INR case saying "Item Not Delivered". The package has already reached him after 1-2 days and the customer has closed the INR case. My other package was also delivered to the client and the client closed the file. I currently do not have any open INR cases in my account. All my packages are trackable and with tracking number. I am an eBay seller for 13 years and have over 1500 sales and 574 full positive feedback. But eBay robots restricted my account despite this performance. Yes, eBay robots do this and eBay customer representatives cannot interfere with it. If this calculation is continued and these transactions are not corrected, 80% of the sellers on ebay will have their accounts restricted within 3 months at the latest and there will be no sellers on ebay. As I said, my account was restricted because of only 2 cases among 105 transactions. I really don't understand such behavior. In addition, the number of sellers whose accounts have been restricted has reached really high figures within 1 week. I understand this from social media and forum sites. Even Top Rated sellers have their accounts restricted. 8 of the customer representatives I spoke to stated that they could object to this after 30 days and that the restriction was temporary. 2 of them said that the restriction is permanent. They cannot even say exactly whether it is temporary or permanent.
istanbul.tesbih
·3 years agoThere is always a risk for an INR incident to occur for all sellers. The customer can be a novice, crazy, or even malicious. An customer can also randomly open an INR case. In this case, the seller is unfairly punished. This is not fair. eBay must obtain a plea from the seller. Or, it should not include closed INR cases in this calculation. No eBay seller can manage their global shipping processes with 100% accuracy. A seller's fate should not be in the hands of a careless courier or a crazed, novice, or malicious buyer. This is very wrong... eBay needs to reverse this wrong decision as soon as possible. Otherwise, at least 80% of the sellers on ebay will be gone within 6 months. Because of these wrong decisions, eBay, like the telecommunications giant Nokia, started its downfall. Maybe you know. One year ago, eBay's Turkey subsidiary and Turkey page went bankrupt due to wrong decisions and mismanagement policies, and closed its page. eBay global can be like that too, and it could even cause eBay to go bankrupt.

What you need to know
Starting from July 24, 2023, eBay will launch the Shipping Performance Policy – Item Not Received Rate.
Sellers with a higher than market average “Item not received†rate may be subject to a range of actions, such as eBay ending or removing your listings, enforcing buying or selling restrictions, adjusting your selling limits and/or suspending all relevant accounts.
Best practices
As a seller, shipping your items in a timely and reliable manner is crucial to provide buyers with a great shipping experience. Most of the time when something goes wrong, it is due to delays, inaccuracies, or lack of visibility related to the delivery of an item. You’re expected to follow these best practices:
â— Ship items within your specified handling time
â— Use reliable shipping providers that offer shipment tracking
â— Manage inventory and keep items well stocked
â— Charge reasonable shipping and handling costs
â— Specify shipping costs and handling time in the listing
â— Be helpful, friendly, and professional throughout a transaction
Evaluation metric
The "Item Not Received" or “INR†rate, namely, the percentage of transactions where a buyer reported that the item didn't arrive or was not available for collection.

·3 years agoAt a guess those affected may fall into two categories.
The former are being penalized when their suppliers fail. There may also be something of an "eBay is easy" mindset that leads to ignoring problem situations.
The latter are the victims of their customers. "Gamers gonna game". If we sell into the "criminal" demographic (male 15-35) we will have more problems than with sewing patterns or woodcarving tools.
YMMV.

·3 years agoI been selling for 12+ years and when you ship internationally even if you use the best companies there 's a risk that the item won't arrive. Creating a policy 100% against international sellers is extremly stupid and will affect also US sellers because we wont be able to buy them anymore. How do think i am gonna sell my low priced items? Well i am not gonna sell them at Ebay because using economy shipping is risk so i will use my own website and other venues. How about my high priced items? I already use auction houses because Ebay sides with scammers.
chapeau-noir
·3 years agoThis isn't against international sellers - this seems mostly against drop shipping. If you don't drop ship and are handling your own items, the chances of a true INR are a lot lower.
I've had a number of INR cases filed down through the years - it happens - but the item has always been delivered. This is apparently not the case with these drop shippers.

·3 years agoI don´t do drop shipping but this policy is affecting me. You never know when its gonna happen .

·3 years ago@comicscauldron
I don't think it's just buyers filing INRs, it's also covering any time you haven't been able to fulfill an order (for whatever reason).
yuzuha
·3 years agoWhich is something that is entirely within the seller's control. If they are having a disproportionate amount of INRs going to a particular country, they can simply choose to stop shipping directly to that country and use EIS instead.
I have ordered literally hundreds of items from international sellers and I have not had a single one of them not arrive. A seller who is having significant INR issues shipping internationally needs to take a close look at exactly why that is happening.
comicscauldron
·3 years ago"Which is something that is entirely within the seller's control" customs is within seller control ? lost packages are within seller control?
I see you are based in USA , have you tried to sell international without Ebay shipping program protection?
yuzuha
·3 years agoIf customs for a particular country is losing packages repeatedly, stop shipping to that country. Problem solved.
comicscauldron
·3 years agoSure great idea i will block USA and Canada then
eliyah_62
·3 years agoEasy to say for yourself which is selfish on your end. Some people's business is based with international buyers and so on and there are other solutions rather than just implementing an outrageous policy and have their business go to sh**.

·3 years ago@yuzuha Aaaaaaw, you've been BUSTED!
chapeau-noir
·3 years agoI'm not Yuzuha but I shipped internationally since 2000 - no eBay shipping program ever, including GSP - I just did it myself because it was so easy. Sometimes a package would be delayed, but no problems. This includes shipping to China and Russia, and includes shipping rare kimono worth hundreds.
ETA: Also, I purchase internationally - my last international purchase was, in fact, from Mexico (a musical instrument made in a somewhat more remote area) and it arrived in a timely fashion.
yuzuha
·3 years agoI too used to ship internationally before COVID made a mess of international shipping... I've shipped to Canada, Australia, multiple countries in Europe, Israel, South Korea, Mexico, etc. Like you, I had delays but I never had anything not arrive. I also receive multiple packages per month from Japan and again, zero problems ever.
I actually stopped shipping internationally BECAUSE COVID made a mess of things and I didn't want to risk dealing with those issues.
comicscauldron
·3 years agoOk here's the problem i am based in Mexico. The most reasonable shipping service is Correos de Mexico. ($5 to $8 usd to send a comic book to USA I have multiple items lower than $100 that have that shipping service. Sometimes it works and sometimes it doesn't work well . When it doesn't work well items arrive late and sometimes they simply don't arrive its rare but it happens. I can't use a private shipping company to ship a lot of my items because cost goes to $28 usd or more using private companies, so with this policy i am not gonna be able to sell a lot of my items.
slippinjimmy
·3 years agoI do and always have, at one time (before shipping skyrocketed, taxes were collected in advance and exchange rates became more costly) over 60% of my sales were international (it's down to about 20% these days).
My historical numbers of INR reports (not even actual claims) was and still is less than 1 in 500 orders shipped.
These new(ish) dropshipping and inexperienced sellers are resulting in a lot of BUYERS dumping eBay and telling their friends how bad "eBay" is.
I hear the same excuses that poor quality US sellers use, "but I took care of my buyers with a refund" like that solves the issue and makes the buyer 100% happy (it DOES NOT).
When I ask people (buyers) if they use eBay many of them say "not any more" and it's always because of a very few bad experiences with sellers.
This new policy is long overdue, I hope that it's not too late to repair the damage that has been done.
ten_o_nine
·3 years agoIf you get an INR once or twice a year based on volume, it will not affect your performance that much. I have had no INR cases opened against me in the last 15 years.

You've discovered the consequences of dropshipping.
Buyers don't like receiving items from Amazon when they purchased from an ebay seller.
Another risk you take when dropshipping is that you haven't seen the items, don't have them in your possession to inspect and you have unhappy buyers with undisclosed damage.
eliyah_62
·3 years agoIt has nothing to do with dropshipping.
Its related to INR cases opened by shady customers.
I agree. This decision is **bleep**ed and will cause more damage than fix things.

I am seeing so many suspensions happening from overseas areas in the middle east. I swear I've seen 5 today alone. Most seem to be drop shipping from Amazon etc and got caught. If you ask me, I think they were all lied to by you know who. Someone told them this type of selling (3rd party) is ok, when it is clearly not.
Have a great day, heck.
